Since September 1, 2025, systematic efforts to prevent illegal land turnover and strengthen law and order in land use have continued in the Abay District. The district prosecutor's office is working to curb the unauthorized seizure of land, identify cases of improper land use, and reintegrate unused land into economic circulation. This approach provides a comprehensive solution to existing problems and creates conditions for the equitable distribution of land resources.
One of the priority areas is the certification of territories subject to illegal occupation.
During the reporting period , 1,087 cases of land seizure were identified, demonstrating the scale of the problem. Thanks to the prompt action of the prosecutor's office and relevant agencies, 142 plots previously occupied by non-residential buildings were freed . These measures not only restored the rule of law but also prevented further violations of property owners' and the state's rights.
An important result is that a significant portion of the liberated lands can now be returned to legal circulation and used for the needs of society and the economy of the region.
The Abay District Prosecutor's Office is also actively pursuing criminal prosecution. Ten individuals involved in the illegal sale of land plots have been held accountable as part of the investigation.
Seven people have already received real punishments based on court sentences.
Investigative actions are ongoing regarding three defendants.
This approach demonstrates that supervisory authorities are not limiting themselves to administrative sanctions but are prepared to apply more stringent measures against those who organize illegal schemes. This serves as an important signal to potential violators that punishment is inevitable.
To improve the effectiveness of monitoring, mobile teams have been established to monitor the district on a weekly basis. Their work utilizes modern technologies:
drones for aerial photography and recording of illegal construction;
satellite images provided by JSC "Kazakhstan Gharysh Sapary";
AI-powered data analysis systems that can detect signs of squatting at an early stage.
Thanks to this approach , no new cases of illegal land seizure have been recorded in the district over the past two years. This result confirms the high effectiveness of comprehensive monitoring and innovative solutions.
An equally important area of the prosecutor's office's work is preventing the misuse of land. During the inspections , 10 commercial properties with a total area of 5.4 hectares were identified. Their market value was estimated at 141 million tenge .
Based on the results of the work:
the objects were returned to state ownership;
over 10 million tenge in redemption value was collected for six land plots;
In total, 91.9 hectares of land worth approximately 4.5 billion tenge were returned to the state.
These measures made it possible to significantly increase the resource base of the region and eliminate further use of land to the detriment of the interests of the state.
Land reclamation and the prevention of illegal land use are essential for the development of the Abay District. Legal land distribution allows for:

support entrepreneurial activity;
develop infrastructure and social facilities;
to strengthen residents' trust in government agencies.
In addition, the elimination of illegal schemes promotes fair competition and ensures a level playing field for all participants in economic activity.

strengthen preventive work with the population and entrepreneurs;
implement new data analysis methods for early detection of violations.

The results of the Abay District Prosecutor's Office's activities in 2025 demonstrate the effectiveness of a comprehensive approach: a combination of oversight powers, the use of modern technologies, and the application of criminal law measures ensured the restoration of the rule of law and the return of significant land resources to the state.
Thanks to systematic work, it was possible to stop illegal land turnover, eliminate new instances of illegal land seizure, and create conditions for the rational use of territories in the interests of society.
