Illegal land use has decreased in Abay district: comprehensive measures by the prosecutor's office are yielding results

On September 1, 2025, a reporting event was held in the Abay district of Shymkent city on issues of ensuring legality in land relations. At this meeting, the work and results of the district prosecutor's office were comprehensively analyzed, and it was noted that the number of cases of illegal land use had significantly decreased.
The main goal of the prosecutor's office is to prevent such violations as illegal land acquisition, independent construction, purposeless use of land resources, and exclusion from circulation. As the analysis conducted in recent months shows, as a result of systematic supervision and the use of new technologies, positive changes have occurred in the field of land relations.
During the reporting period of this year, 1087 cases of illegal land acquisition were identified. Of these, 142 land plots were released and returned to state ownership. It turned out that illegal non-residential structures were built on some of these plots. Such measures not only protected state interests, but also prevented violations of the rights of local residents.
In addition, the prosecutor's office is also actively applying criminal law measures. In particular, the cases of 10 citizens who illegally sold land and wanted to make a profit were considered. Seven of them were sentenced by court verdict, and the investigation into the remaining three is ongoing. These facts show that state bodies are imposing strict responsibility for illegal acts, not limited to administrative fines.
Mobile teams have been created to monitor the legal and efficient use of land, and they conduct raids every week. Modern methods are widely used in the work of these teams: satellite images of Kazakhstan Garysh Sapary JSC, drones, and data analysis systems based on artificial intelligence. Such experience allows us to detect illegal constructions and land grabbing attempts at an early stage. The fact that no new land grabbing cases have been registered in the Abay district over the past two years also proves the effectiveness of this method.
At the same time, the prosecutor's office also exposed cases of misuse of land. During the inspections, 10 commercial objects with a total area of 5.4 hectares were identified. Their market value was estimated at 141 million tenge. As a result, these lands were returned to state ownership, and more than 10 million tenge in compensation was collected for six plots. In total, 91.9 hectares of land were returned to the state, their value amounted to 4.5 billion tenge.
These measures are not limited to establishing legality, but also have a positive impact on the socio-economic development of the district. The land plots returned to the state will be used in the future for the construction of social facilities, the development of road and transport infrastructure, and the expansion of green areas.
If we compare such practices with the situation in previous years, we can see significant progress. In previous periods, problems of illegal land acquisition and misuse were common, and their resolution took a long time. Now, the prosecutor's office has not only strengthened supervision, but also significantly accelerated this process through the use of new technologies.
For example, in 2018–2019, the detection of illegal land construction was often carried out based on complaints from residents. This led to delays and the expansion of illegal construction. Today, with the help of drones and space imagery, violations are recorded in a timely manner and preventive measures are being implemented promptly.
In this regard, the prosecutor's office's integrated approach - combining supervision, technology, criminal law measures, and feedback from the public - is bearing fruit. This experience will serve as an example for other districts and contribute to the development of land relations in Shymkent on an open and legal basis.
Land resources are one of the country's main assets. Their effective use and prevention of illegal appropriation are crucial for the sustainable development of the state. As the experience of the Abai district shows, a combination of systematic monitoring and technological tools is the most effective way to ensure legality.
In the future, the prosecutor's office will continue its work aimed at strictly observing land legislation, protecting the rights of the population, and ensuring efficient land use. This initiative will make a great contribution to the further development of Shymkent and the improvement of the social well-being of its residents.
