In September 2025, an urgent preventive measure was launched in the Karatau district of Shymkent in the direction of "Livestock transportation and meat sales points". The main goal of this measure is to prevent the illegal transportation of livestock and livestock products, monitor compliance with veterinary and sanitary requirements, and deliver high-quality, safe meat products to the population.

Shymkent is one of the largest megacities in the country. As the city's population continues to grow, the issue of food safety is becoming increasingly urgent. In particular, since the quality of meat and meat products directly affects the health of residents, it is necessary to strengthen control in this area.

There are enough livestock farms in the Karatau district, as well as markets and shops selling livestock products. Therefore, regular explanatory, inspection and preventive measures are carried out to prevent situations such as illegal transportation and the sale of meat products without proper documentation.

Employees of the Karatau District Police Department, specialists from the veterinary department, representatives of the Department of Sanitary and Epidemiological Control, and local executive bodies were mobilized for urgent preventive measures.

The joint work of these structures is complex. The tasks of each institution are clearly defined:

• police officers are engaged in identifying illegal transportation;

• veterinary specialists check the correctness of documents for livestock and meat products;

• Sanitary service specialists assess the quality and safety of meat;

• Akimat representatives coordinate general organizational activities.

As part of the event, special attention was paid to livestock transport vehicles in the district. Special mobile teams conducted raids on the roads leading to the city and checked the documents of vehicles. If there was no veterinary certificate, waybill or appropriate sanitary permits when transporting livestock, such cases were formalized and measures were taken in accordance with the law.

Unscheduled inspections were also conducted at markets and retail outlets where meat was sold. Traders were asked to provide documents proving the origin of the product and certificates confirming that it had passed a veterinary laboratory test.

The main requirements for the transportation and sale of livestock and livestock products are as follows:

• transport livestock only in vehicles equipped in accordance with sanitary regulations;

• have a veterinary certificate for each animal or meat;

• meat products must be stored in special packaging and the specified temperature regime must be maintained;

• Products must pass a veterinary laboratory test before being sold in the markets.

Failure to comply with these requirements may result in administrative fines and product confiscation.

The event did not consist only of inspections. Specialists conducted explanatory work with the public at markets and livestock sales areas. Legal requirements were explained to sellers and transporters, and memos were distributed.

Residents were told that purchasing low-quality and undocumented meat products is dangerous to health. Undocumented products can spread infectious diseases, so when buying meat, every citizen must ask where it comes from and whether it has undergone a veterinary examination.

As a result of the first raids, a number of violations were identified. For example, it turned out that some transporters were transporting livestock without proper documents. In addition, several vendors at the market were trying to sell meat products without passing them through a veterinary laboratory.

Administrative protocols were filed in these cases and the products were confiscated. This, in turn, was a measure taken to protect the population from low-quality products.

Such preventive measures will continue on the territory of Karatau district. In the future, it is planned to expand the scope of inspections and increase the number of mobile teams.

In addition, explanatory work will be intensified to support entrepreneurs. That is, it is important not only to punish those who violate the law, but also to warn and provide guidance.

The urgent preventive action on "Livestock transportation and meat sales points" taking place in the Karatau district is an important initiative aimed at protecting public health and ensuring food safety.

This measure is intended to prevent illegal transportation and sale of low-quality products, as well as increase the legal literacy of entrepreneurs and residents.

The health of every citizen is the main wealth of the state. Therefore, such events are being systematically carried out not only at the district level, but also throughout the republic. Adhering to the principle that "prevention is better than cure," the law enforcement and supervisory bodies of the Karatau district will continue their work in this direction in the future.
