Young ASOSAI Excellence Programme has been launched in China with the participation of the delegation of the SAC
14.10.2025 11:18:14 271The official delegation of the Supreme Audit Chamber of Kazakhstan, headed by the Chairman Alikhan Smailov, arrived on a working visit to China. The program provides for participation in the regional organization ASOSAI meetings and the development of cooperation between the supreme audit institutions of the RK and the PRC.
The launch of the Young ASOSAI Excellence Programme at the Nanjing Audit University became central event. Its initiator was the National Audit Office of China.
The Programme is designed to help young auditors from different countries of Asia to exchange experience, gain new knowledge and look for answers to relevant professional challenges together.
Several young specialists in the field of audit from Kazakhstan also take part in the program along with colleagues from other countries.
As Alikhan Smailov noted at the ceremony, the launch of the Programme is an important investment in the future of the auditor's profession.
According to him, in conditions when the development of artificial intelligence and the spread of digital currencies transform the economy and government, audit must not simply keep pace with changes, but stay ahead of them.
"Machines are now able to check the figures, verify documents, identify discrepancies faster and more accurately than humans. The traditional audit will soon be fully automated. This is why supreme audit institutions should go beyond the role of “controllers”.
The era of preventive audit is coming – when problems are not only recorded after they arise, but also anticipated and prevented", said the Chairman of the SAC.
He added that in this regard, it is necessary on a permanent basis to improve the skills of state auditors and integrate technological innovations into the audit process.
Kazakhstan is also not behind trends. A unified auditors certification system has been created in the country. A Research and Training Center was created under the SAC. Productive cooperation with the Asian Development Bank, the World Bank, and relevant international organizations ACCA and CIPFA has been established.
Alikhan Smailov emphasized that the SAC is consistently working on improving the quality and efficiency of the entire state audit system in the Republic of Kazakhstan.
Among the key priorities there are: the integration of the best world practices and standards, widespread digitalization, as well as the use of advanced IT solutions, including AI and analysis of large data.
"We have already integrated with 13 information systems of various state bodies and automated the risk management system. This is done to increase the efficiency of using budget funds. A digital assistant with AI elements has also been developed, which helps the auditors quickly find the necessary legal framework and documents, "said the Chairman of the SAC.
In conclusion, Alikhan Smailov turned to young auditors with words of encouragement and wished them success on a professional way.
On the same day, as a sign of strong friendship and cooperation between Kazakhstan and China, the Chairman of the SAC was awarded the title of Honorary Professor of the Nanjing Audit University.
NAU was founded in 1983 and was one of the first universities in China which began to train specialists in the field of audit. Today, more than 19 thousand students and graduate students study here, and more than 1,200 teachers work.
Since 2016, the university has been conducting Master’s program on audit for students from the countries of the "Belt and Road", which include Kazakhstan. Honorary professors of NAU are Auditor Generals from 30 states of the world, including the USA, France, Brazil, India and South Africa.
In his speech at the ceremony, Alikhan Smailov noted that over the last 40 years of the Nanjing Audit University became the Center for International Dialogue, where scientists, teachers and students from different countries are combining efforts in the name of the development of the state audit.
"I accept this honorary title as a great responsibility – to work even harder, to share my experience, to support research, and to further strengthen international cooperation in the field of state audit," he said.
Within the work program, a panel session was also held, at which the Heads of the Supreme Audit Institutions of Asian countries answered questions of the Young ASOSAI Excellence Programme participants. In particular, young auditors were especially interested in digitalization, professional training, strategic development of audit systems and practical issues of interaction with the auditees.
According to the results of official meetings in the presence of the Heads of the Supreme Audit Institutions, International Advocacy of ASOSAI Young Auditor was adopted.
The document is aimed at sharpening professional skills of specialists and embracing technological innovation.
