Rules for submitting a notification on the import of goods into the territory of the special economic zone and issuing a permit for the export of goods from the territory of the special economic zone

The Saryarka Special Economic Zone (hereinafter SEZ) was established by the Decree of the President of the Republic of Kazakhstan "On the organization of the Saryarka Special Economic Zone" dated November 24, 2011 and is valid until December 1, 2036.
The procedure for the import and export of goods to the territory of the FEZ is regulated by the Code of the Republic of Kazakhstan "On Customs Regulation in the Republic of Kazakhstan" dated December 26, 2017 and the Order of the Minister of Finance of the Republic of Kazakhstan dated February 20, 2018 No. 247 "On certain issues of the free (special, special) economic zone and the customs procedure of the free customs zone".
The import of goods into the territory of the FEZ is carried out by submitting a notification to the state revenue authority (hereinafter OGD) on the import of goods into the territory of the FEZ. The notification is made by authorized persons: the carrier, the FEZ participant, the management company and other person carrying out auxiliary activities on the territory of the FEZ. Transport, commercial and (or) customs documents are attached to the notification.
Permits for the export of goods are provided to: the carrier, the FEZ participant, the management company, and another person engaged in ancillary activities on the territory of the FEZ. To obtain an export permit by authorized persons, documents confirming that the exported goods have been placed under the customs procedure in accordance with the procedure and conditions established by the customs legislation of the Eurasian Economic Union and (or) the Republic of Kazakhstan are provided to the OGD.
The decision on the import of goods into the territory of the FEZ and the permission to export goods from the territory of the FEZ is made by an official of the OGD immediately after customs control of the goods and documents.
All notifications and permissions are recorded in special registration logs. The originals of the submitted documents are returned to the authorized person, copies of the submitted documents remain and are stored in the OGD.
