Artur Lastayev: Kazakhstan Adheres to the Principle of Zero Tolerance for Domestic and Gender-Based Violence

Commissioner for Human Rights in the Republic of Kazakhstan,
Artur Lastayev, delivered a statement at the plenary session of the OSCE ODIHR Human Dimension Conference in Warsaw, dedicated to issues of tolerance, non-discrimination, and gender equality.
In his address, the Ombudsman emphasized that Kazakhstan consistently strengthens its legal and institutional framework to promote equal opportunities for men and women.
He noted that women now account for 55.8% of Kazakhstan’s civil service, with 39% holding managerial positions. The abolition of the list of professions prohibited for women and the introduction of a 30% quota in political parties’ electoral lists have created additional opportunities for women’s self-realization.
The Ombudsman also reported on the implementation of measures to counter domestic violence: battery and minor bodily harm have been criminalized, the Digital Family Card is in operation, and crisis centers and family support centers provide assistance to victims. As a result, in the first nine months of 2025, the number of family-related murders decreased by 32% compared to the same period of the previous year, while cases of grievous bodily harm declined by 17%.

In conclusion, the Commissioner highlighted the importance of joint efforts by the international community in combating violence and discrimination, as well as the need for further development of practical measures and the exchange of best practices.
