VACANCY: " Senior technical consultant for Project Management Unit (PMU)" IDIP-2 (Second Irrigation and Drainage Improvement Project)

Employer: RSI " Committee of Water Management of the Ministry of Water Resources and Irrigation of the Republic of Kazakhstan ".

Qualification:

• Higher education in the field of construction, irrigation and drainage;
• Practical experience of work in a drainage construction or operation at least 10 years;
• Good knowledge and practical experience in the projects financed by the World Bank or other international financial institutions is an advantage

Language:

The Senior technical consultant must possess Kazakh and Russian languages; knowledge of English languages is an advantage.

Objectives:

The main objective of this position is to provide consulting services for Component 1 in the implementation of the Project.

Scope of services:

The Senior technical consultant, without being limited in the practical help, bears responsibility for the following tasks:

• The personal responsibility for high-quality implementation of component (1) of the Project including an adherence to deadlines and quality of works;
• Organization and supervision of activity of the PIU staff in Shymkent and oblasts, international consultants and contractors as part of the component (1);
• Ensuring control of preparation of the design and estimate documentation (DED) tender designing and the tender documentation according to international standards and requirements of RK to design and survey works, and also on passing of the design and estimate documentation on state construction and industry examinations;
• The organization of coordination of design decisions with all interested parties and consultations with all participants of the Project, including the corresponding branches of RSE "Kazvodkhoz", agricultural cooperatives and farms;
• Ensuring high-quality monitoring of designed constructions, irrigational and drainage systems, including activities on dam safety and their influence on the environment;
• Review and provide to the PMU Coordinator final working drafts, bills of quantities, technical specifications, tender documentation and cost estimates for works on I&D systems of SPAs;
• Project phase Monitoring for construction supervision and management of contracts for works on I&D systems of SPAs;
• Control of construction of facilities according to the design and estimate documentation, standard requirements of RK in the sphere of architecture, urban planning and a construction;
• Monitoring progress of the Project, continuous contact with the PIU in Shymkent, planned visits of SPAs;
• Review and provide to the PMU Coordinator payment documents on the performed works on I&D systems of SPAs;
• Timely informing the PMU coordinator, and taking measures for the solution of all arising problems on the project;
• Prepare and submit to the PMU Coordinator and CWM monthly reports on the project and monthly activity reports;
• Providing guarantees of not emergence conflict of PMU staff interests in the project progress;
• Organization and participation in the Project training
• The chief technical consultant is accountable to the PMU Coordinator and CWM RK;
• In the absence of the PMU Coordinator, fulfills his duties.

Reporting Responsibilities: The Senior technical consultant shall submit monthly reports on his/her activities to the CWM.

Consultant selection will be conducted using the Individual Consultant Selection (IC) method in accordance with IBRD procedures outlined in the November 2020 FIP Borrower Procurement Rules (www.worldbank.org).
