Kazakhstan's participation in the Climate Leaders Summit in Belém

Belém, November 7, 2025 – Chaired by Brazil, on the second day of the Leaders' Summit (COP30), a thematic session on “Energy Transition”was held with the participation of Brazilian leaders and heads of foreign delegations.

In his speech, Minister of Ecology and Natural Resources of the Republic of Kazakhstan Yerlan Nyssanbayev spoke about the measures taken by the Government of Kazakhstan in the field of transition to clean energy and energy efficiency improvement and expressed his country's commitment to achieving goals in this direction. In particular, he noted that in the long term, Kazakhstan intends to achieve carbon neutrality by 2060. To this end, our country is making efforts to develop smart grids, modernize the heat energy sector, introduce the best available technologies, and expand the gasification and electrification of transport. These steps not only reduce emissions but also improve the energy efficiency, reliability, and sustainability of the energy system.

In turn, President of the Federative Republic of Brazil Luiz Inácio Lula da Silva, speaking at this thematic session, confirmed Brazil's intention to work with the international community in a joint and expeditious manner to achieve a number of key goals, including increasing global use of sustainable fuels by at least four times by 2035 compared to 2024 levels, taking into account different national circumstances and starting points.

During the session, Brazil presented two initiatives: the Declaration on the Establishment of an Open Coalition on Regulated Carbon Markets and the Belém 4X Commitment on Sustainable Fuels. Both initiatives are aimed at strengthening international cooperation and accelerating the global transition to a low-carbon economy.

On the sidelines of the event, the head of the Kazakh delegation, Yerlan Nyssanbayev, held meetings with the heads of foreign delegations and international organizations, where he exchanged views on a number of issues of mutual interest. In addition, during a conversation with Brazilian Minister of the Environment Marina Silva, Yerlan Nyssanbayev expressed his gratitude for the invitation and organization of the conference, and also invited his Brazilian colleague to the Regional Climate Summit, which will be held in Astana in April 2026.

The Leaders' Summit will be followed by the 30th Conference of the Parties to the UN Framework Convention on Climate Change (COP30), which will take place from November 10 to 21, also in Belém, Amazonas.
