The Main Command of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan hosted the signing of a memorandum of cooperation with the Association of Legal Entities “International Association of Social Psychotherapists, Consultants, and Psychotechnologists.”
The parties agreed to work jointly on improving the system of psychological health prevention within military units, as well as enhancing the professional qualifications of military psychologists. As part of the cooperation, plans include the introduction of modern psychocorrection methods, specialist training, and the development of unified professional standards.
The event was attended by the Deputy Minister of Internal Affairs — Commander-in-Chief of the National Guard, Major General Ansagan Baltabayev; President of the International Association of Social Psychotherapists, Consultants, and Psychotechnologists, Vladimir Savkin; member of the Mazhilis Committee on International Affairs, Defense, and Security, Konstantin Avershin; Deputy Commander-in-Chief of the National Guard for Educational, Social, and Legal Work, Major General Kairat Umbetov; as well as representatives of the forces of law and order.
Speaking at the meeting, Major General A. Baltabayev emphasized that caring for the psychological well-being of personnel is one of the key priorities of the National Guard.
Konstantin Avershin highlighted the importance of practical effectiveness in preventive work, stressing the need for modern approaches.
Currently, the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan employs 68 psychologists. These specialists provide servicemembers with professional psychological support, conduct diagnostic testing, hold individual and group consultations, and participate in preventive measures and monitoring of the moral and psychological state of the personnel. Their work is aimed at identifying risks in a timely manner and providing the necessary assistance to each servicemember.
Special attention is given to the initial training period of new conscripts. From the moment recruits arrive, psychologists study their individual characteristics, conduct initial assessments, help them adapt to military service conditions, and develop stable behavioral skills within the unit. Their support continues through the taking of the Military Oath and beyond — throughout all stages of service — ensuring psychological resilience, readiness for physical and emotional load, and successful integration into the military team.
The signing of the memorandum marks an important step toward building a unified system of psychological support and strengthening the moral and psychological climate within the country’s Armed Forces.
