AMANAT: A field meeting was held on the land issue

Land issues in Shymkent are one of the most pressing topics in the public's attention. In this regard, the Party Control Commission and the Land Commission of the Shymkent city branch of the "AMANAT" party held a field meeting in the 156th block of the Turan district. The meeting was organized on the basis of a collective application from residents and was held on November 4, 2025. This meeting was aimed at resolving disputes related to land issues, answering residents' questions, and making appropriate decisions.
The residents of the settlement gathered at the meeting said that they have not been able to build housing on private land plots for several years and presented their problems to the party's control. According to residents, some citizens have built housing in the red zone, but their applications and requests have not yet been considered. For example, the Department of Architecture and Urban Development refuses to issue an architectural and planning assignment (APZ). The department stated that this territory belongs to the industrial zone in accordance with the city's master plan.
In addition, residents also argued that radiation waves emitted from the TV tower of Kazteleradio JSC located in the area could harm human health. They noted that the state acts in their possession clearly indicate the intended purpose of the land plots as "private housing construction." This was one of the important factors that caused concern among residents.
Residents made several proposals to the akimat at the meeting. Among them, specific proposals were considered, such as building a school in the settlement, solving problems with roads and infrastructure, and improving public utilities. Residents supported their proposals with concrete evidence and reports, demonstrating the seriousness of the problem. The main goal of this meeting was to listen to residents' proposals and find ways to solve them.
The meeting was attended by the deputy executive secretary of the Shymkent city branch of the AMANAT party, Yerbol Baikonysov, faction leader Kairat Imashev, maslikhat deputies Muftulla Konakbayev and Abzal Zeynetayev, members of the Party Control Commission, as well as representatives of the Departments of Architecture and Urban Planning, Land Relations, and Sanitary and Epidemiological Control. Responsible specialists explained the history of the land issue to the residents.
According to the members of the commission, this problem dates back to the former South Kazakhstan region. At that time, the mentioned lands were transferred to private ownership in the Sairam district. Later, after the city of Shymkent was incorporated, such disagreements arose due to the fact that the land plots did not comply with the new master plan. That is, although the land was legally transferred, it does not comply with the current city plan, which creates difficulties for many citizens.
Having listened to the problems of the residents, the commission members proposed to hold an additional field meeting with the involvement of law enforcement agencies. A special meeting will be organized in the coming days to consider specific ways to resolve the problem. This event will allow residents to consider their complaints within the framework of the law, resolve existing disputes, and bring the land issue in the city into order.
It should be noted that today the number of land plots in such a controversial situation in the territory of the 156th district is about 900. Of these, 198 plots are under construction. Although these lands were privatized during the South Kazakhstan region, they do not correspond to the new master plan of the modern city of Shymkent. Because of this, some disagreements have arisen between residents and the authorities.
During the meeting, residents expressed their opinions on the legality of the land and asked questions related to the issue. The commission members noted the need to consider each case individually and rely on relevant documents and data. They also explained to residents that decisions will be made within the framework of the law, and all procedures will be conducted openly and publicly.
The meeting discussed in detail issues such as the intended purpose of land plots, construction permits, and compliance with the city's master plan. The commission members explained the history and legal aspects of the issue to residents, and suggested ways to prevent disputes in the future. They emphasized the need to use all opportunities to consider residents' complaints.
Also, the issue of improving social infrastructure was raised based on the proposals of residents. Representatives of the akimat and the party participating in the meeting noted that they take into account the need to develop schools, medical centers, roads and utilities in the settlement. This measure is aimed at improving the quality of daily life of residents.
At the end of the meeting, the commission members informed the residents about the upcoming events. They said that they would organize additional field meetings and consider specific ways to resolve the land issue. In addition, the commission emphasized to the residents that all decisions will be made within the framework of the law and in a transparent manner.
In general, this mobile meeting held in Ward 156 provided an opportunity to listen to the problems of residents related to land issues and consider concrete ways to solve them. As a result of the meeting, residents expressed their confidence that their complaints would be submitted to the party and land commission for review and that the issue would be resolved fairly.
This gathering is part of the AMANAT party's work to establish regular contact with residents, resolve land issues within the framework of the law, and contribute to the development of the settlement. Protecting the rights and interests of residents, listening to their complaints, and making appropriate decisions are among the party's priorities.
According to the participants of the meeting, such measures will increase the trust of residents in the land issue, demonstrate the transparency of the city management system, and pave the way for a concrete solution to controversial issues. In the future, the commission and party representatives will hold additional meetings and carry out systematic work to fully resolve the land issue of residents.
