In the Message "Kazakhstan in the era of artificial Intelligence", Head of State Kassym-Jomart Tokayev stressed: "The State Revenue Committee is obliged to become the flagship of digitalization among government agencies, effectively using the potential of artificial intelligence in the interests of taxpayers." These systemic steps are aimed at creating a fundamentally new, service-based model of government-business relations."
Following this strategy, a pilot project "NOMAD Monitoring and Audio Control System" was launched at the Nur Zholy customs post of the Zhetisu Department of State Revenue.
The initiative has become an important step towards the introduction of advanced solutions aimed at increasing the transparency of processes and the quality of service to participants in foreign economic activity. The innovative system is a comprehensive solution that minimizes the human factor.
As part of the project, key work stages have been automated: QR registration, intelligent queue allocation, audio monitoring and transcription of dialogues have been implemented, a rating assessment of the work of specialists and participants in foreign economic activity is being formed, the possibility of choosing a specialist or an extraordinary client pass is excluded.
Special attention is paid to service quality control and ethics: audio recording of dialogues is carried out, which are analyzed by artificial intelligence. Special algorithms evaluate the correctness of formulations, politeness and the emotional background of communication, forming automatic notifications when violations are detected.
Since its launch, the system has demonstrated high efficiency. From october 2025 to the present, 11 000 coupons have been issued through the platform and the average standard service time has been set. Artificial intelligence processed 6,000 audio recordings, revealing 18% of cases of incorrect phrases being used.
Based on the objective data obtained, appropriate ethics measures were carried out with the staff of the post. All data is displayed in the Situation Center in real time, providing management with load and risk analytics to make informed management decisions.
