Socio-economic development of Karabalyk district: results and prospects

Karabalyk district is confidently completing 11 months of 2025, demonstrating stable development of key sectors of the economy. Financial indicators, the pace of agricultural production, the renovation of infrastructure and the implementation of significant social projects indicate positive dynamics and a good foundation for the future.
This year, the district's budget amounted to 7 billion tenge. In its structure, a significant share is taken by transfers: 3.4 billion — republican, 3 billion — regional. However, the main indicator of economic activity was the over-fulfillment of the plan for own income.
In January–November, the district received 2.9 billion tenge of revenue with a plan of 2.6 billion tenge. The execution amounted to 111.8%, which indicates an increase in tax revenues and an increase in the efficiency of financial flow management.
Small and medium-sized businesses: almost every entrepreneur is in business
Entrepreneurial activity in the Karabalyk district remains high. To date, 1,418 SMEs have been registered here, and 99% of them actually work. This is one of the best indicators in the region, which confirms the favorable business climate.
Small businesses continue to play an important role in providing employment and generating revenue for the budget, being the backbone of the local economy.
Agriculture: productivity gains and investments
The agricultural sector has traditionally remained the leading one in the structure of the regional economy. This year, sowing operations covered 297.1 thousand hectares. Grain and leguminous crops were planted on an area of 194.5 thousand hectares, slightly less than in 2024, but the emphasis was on diversification.
Special attention was paid to the expansion of areas under oilseed crops: their volume increased by 28%, reaching 73.3 thousand hectares. Fodder areas were also increased to 5.4 thousand hectares.
The harvesting campaign has been completed completely and has brought tangible results. The average yield was 19.5 hundredweight per hectare, exceeding last year's figure. The gross grain harvest reached 379.3 thousand tons, which was a significant success for the region.
In addition to seasonal work, investment activity is developing in the industry. Two major projects were launched in 2025.:
construction of a workshop for the production of meat and bone meal with a capacity of up to 15 tons per day, the project cost is 680 million tenge;
creation of a production complex for the production of mixed feed and silos for the storage of raw materials with a capacity of 108 thousand tons per year. Investments — 1.5 billion tenge.
Both projects are focused on creating new jobs and strengthening the processing sector.
Infrastructure: new networks appear in villages
Stable development of the district is impossible without strengthening the engineering infrastructure. Last year, the construction of distribution networks was completed in six settlements — Mikhaylovka, Boskole, Station, Voroshilovka, Priuralsky and Lesnoy.
In parallel, work is underway to prepare for winter. More than 600 meters of heating mains have been replaced in Svyatoslavka, Nauchny and Station — this will ensure stable heat supply during the heating season.
Installation of block-modular boiler houses for social institutions has been completed in Toguzak. A similar facility in Svyatoslavka is being prepared for delivery.
Roads: repairs on key sections
The road infrastructure, as one of the strategic areas, has also been developed. In 2025, repairs were carried out at two important sites:
from S. Peschanoe to Slavenka village (17 km),
from Novotroitskoye village to Magnai station (15.6 km).
This will improve transport accessibility, reduce travel time, and increase safety for residents of the area.
Construction and housing: new houses and social facilities
In the field of housing construction, the construction of nine semi—detached houses has been completed - a total of 18 modern apartments with a total area of more than 1,500 square meters. meters.
Work was also actively carried out in education: 300 million tenge was allocated for the modernization of institutions, of which 250 million were funds from the Kazakhstan Khalqyna Fund. This will allow updating the material and technical base of schools and improving the quality of education.
A major prospect: relocation of the Border Troops training center
One of the key events of next year may be the deployment of a border guard training center in the Karabalyk district, which is planned to be transferred from the Akmola region.
More than 60 families of teachers and military personnel are expected to arrive, as well as the annual arrival of over 1,000 military personnel for training. This will become a powerful incentive for the development of social, educational and commercial infrastructure, as well as increase the demand for housing and services.
