Vietnam's Ho Chi Minh City intends to intensify cooperation with Kazakhstan

On 15 December 2025, H.E. Mr. Kanat Tumysh, Ambassador of Kazakhstan to Viet Nam, held a meeting with H.E. Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee.
The interlocutors confirmed their commitment to strengthening mutually beneficial cooperation in all areas of relations between Kazakhstan and Ho Chi Minh City of Viet Nam, and discussed different bilateral topics.
Ambassador Tumysh noted that Kazakhstan and Viet Nam intend to increase bilateral trade to USD 2 billion by 2026. Later, they parties discussed the need to organize a meeting of the business communities of Ho Chi Minh City and Kazakhstan, aimed at strengthening business partnerships and developing industrial cooperation, given that Ho Chi Minh City (after merging with Binh Duong and Baria-Vung Tau provinces on 1 July 2025) now accounts for about 30% of Viet Nam's GDP. Chairman Nguyen Van Duoc noted that this step should be implemented at the earliest convenience.
The Kazakh Ambassador reported that the Maslikhat (local parliament) of Almaty recently decided to name a street in the city in honor of the great leader of the Vietnamese people, late President Ho Chi Minh. The Vietnamese side expressed its appreciation and support for this initiative, receiving it with gratitude.
The Chairman of the Ho Chi Minh City People's Committee expressed his intention to establish contacts and twinning relations with the Akimats (Mayorships) of Astana and Almay. The Vietnamese side invited the leadership of the both Kazakh cities to visit Ho Chi Minh City in 2026. In turn, he expressed his readiness to visit Kazakhstan next summer.
Chairman Nguyen Van Duoc announced that the Ho Chi Minh City International Financial Center will be opened in the near future. The mayor highly appreciated the role of the Astana International Financial Center (AIFC) in exchanging experience, organizing training, providing professional support and accompanying Ho Chi Minh City in the process of creating a financial center. He expressed his hope for close support from the AIFC in the future, and continued mutually beneficial cooperation.
Ambassador Tumysh informed that the Kazakh side, in accordance with the relevant decision of the Head of Kazakhstan, plans to open a Consulate General of Kazakhstan in Ho Chi Minh City, and asked for assistance in obtaining a response from the Vietnamese side on this matter as soon as possible.
Chairman Nguyen Van Duoc expressed his support for this initiative, and would provide appropriate assistance.
The parties also touched upon the issue of resuming air services between Almaty and Ho Chi Minh City. Noting that this will have a positive impact on the further development of trade, economic, business, tourism and cultural cooperation between the two countries, they expressed confidence that this issue will be resolved by the end of next year.
At the end of the meeting, the interlocutors agreed to continue constructive dialogue on all relevant ropics within the framework of the revitalization of bilateral cooperation.
