The concept of a "hearing state", aimed at building an open and direct dialogue between the government and the population, continues to be implemented in Kostanay. As part of this work, Mayor Marat Zhundubayev holds both scheduled and unscheduled meetings with residents, including field meetings directly in courtyards and neighborhoods.

In 2025, the city hosted two large-scale meetings of the mayor with the population, as well as a number of trips to the residential districts of Kunai, Bereke and Jubilee. This format allows you to discuss problems on the ground and conduct a substantive dialogue with residents.

The main issues addressed by Kostanay residents relate to landscaping, the condition of courtyards and roads, public transport, the provision of housing and land for individual housing construction.

Over the past five years, 174 kilometers of the street and road network have been repaired in Kostanay, 51 kilometers of which will be in 2025. Of the 550 courtyards in the city, 515 have been renovated, and in 2026 it is planned to complete the work and achieve one hundred percent coverage. Also in 2025, 40 children's sports grounds were installed, most of which were implemented on the initiative of the residents themselves.

All citizens' appeals are registered and monitored, and residents can track their status through SMS notifications. In addition, daily monitoring of social networks is conducted with prompt response to citizens' appeals.

Residents of Kostanay can also get a personal appointment with the mayor of the city by appointment. The next receptions are scheduled for January 21, February 18 and March 18.

Systematic work with the population is already yielding results — the number of repeated requests for landscaping and infrastructure is decreasing annually.
