The Interdepartmental Commission summed up the results of 2025 and outlined strategic objectives in the field of technical regulation

On January 23, 2026, the first meeting of the Interdepartmental Commission on Technical Regulation and Metrology this year was held under the chairmanship of A.A. Shakkaliyev, Minister of Trade and Integration of the Republic of Kazakhstan.

During the meeting, the results of work for 2025 and key areas for further improvement of the technical regulation system in the Republic of Kazakhstan, taking into account integration processes within the Eurasian Economic Union, were reviewed.

It was noted that technical regulation measures are a key tool for protecting the domestic market from unsafe and "gray" imports, as well as for creating equal and transparent conditions for domestic producers. In this regard, the Committee for Technical Regulation and Metrology, together with industry government agencies, is continuously working to adopt and update national technical regulations.

For example, in 2025, national technical regulations for coal and high-voltage equipment were adopted, and a technical regulation for alcoholic beverages was put into effect.

The updated technical regulations for coal and its processed products specify coal grades, detail conformity assessment procedures, and streamline requirements and indicators. For the first time, a technical regulation has been adopted on the safety of high-voltage equipment used in the generation, distribution, and transmission of electricity, including switchgear, transformers, electrical machines, and capacitors.

The positive experience of implementing national technical regulations in the construction industry was particularly noted. The introduction of technical regulations for construction products, approved in 2023, ensured equalization of certification conditions between domestic and foreign manufacturers and eliminated discrimination against Kazakhstani companies.

National standards (ST RK) adopted for the implementation of technical regulations serve as an effective tool for protecting state interests and expanding the country's export potential. For example, in the cement industry, the adoption of ST RK 3361-2022 has increased cement production to 14.4 million tons, and the production of granite curbs and paving slabs by 30%.

Based on the accumulated positive experience, it is proposed to develop a similar development algorithm, creating a fully-fledged technical regulation ecosystem for national technical regulations for high-voltage equipment and coal.

Overall, work on the adoption, implementation, and enforcement of technical regulations will continue on a systematic basis. Special attention was paid to standardization issues during the meeting. Over 4,000 current national standards are aimed at developing economic sectors. In 2025, 61 standards were approved as part of the National Standardization Plan, and 274 interstate standards were adopted as national standards. At the initiative of businesses, 23 ST RK were developed. These documents cover areas such as artificial intelligence, information security, smart energy systems, non-ferrous metallurgy, emergency safety, etc.

Furthermore, the current status and pressing issues in agriculture and the agro-industrial complex were discussed at the meeting of the Interdepartmental Commission on Technical Regulation and Metrology.

The results of the functional analysis of the implementation of state control and supervision over compliance with technical regulations at various stages of the product life cycle were also presented.
