The Roundtable Discussion on Constitutional Reforms in Kazakhstan was held at the Embassy
28.01.2026 19:11:16 107On 27 January 2026, a roundtable discussion on the constitutional reforms proposed by the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, was held at the Embassy of Kazakhstan in Uzbekistan. The reforms were presented during the V meeting of the National Kurultai of the Republic of Kazakhstan on 20 January 2026, as well as in the recent interview of the Head of State to the newspaper Turkistan.
The event was attended by deputies of the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, ambassadors of foreign states and members of diplomatic missions, as well as representatives of analytical centers, experts and journalists.
In his address, Ambassador Beybut Atamkulov briefed participants on the key directions of the constitutional reforms and informed about the commencement of the work of the Constitutional Commission. Special attention was paid to the planned transformation toward a unicameral Parliament, the establishment of the People’s Council “Halyk Kenesi,” and the introduction of the position of Vice President.
The Ambassador also touched upon Kazakhstan’s foreign policy priorities, emphasizing the role of diplomacy in ensuring regional and global stability. In this context, Kazakhstan’s accession to the Abraham Accords and the recent establishment of the Peace Council were noted as important steps toward expanding dialogue and strengthening trust.
The roundtable continued with statements by deputies of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan, representatives of the diplomatic corps and the expert community. Their comprehensive assessments and practical considerations contributed to the constructive nature of the discussion.
Participants positively assessed the proposed innovations, highlighting the масштабность of the reforms presented by President Kassym-Jomart Tokayev and their impact not only on the modernization of Kazakhstan’s political system, but also on shaping a long-term development trajectory for the entire Central Asian region. Deputies and experts expressed strong interest in closely monitoring the implementation of the reforms, noting their systemic nature and relevance under current conditions.
From the Legislative Chamber of the Oliy Majlis, substantive assessments and comments were presented by Deputies Dilorom Fayziyeva and Ilkhom Abdullaev.
From the academic and expert community, remarks were delivered by Rector of the University of Journalism and Mass Communications Sherzodkhon Kudratkhodja, First Deputy Director of the Institute for Strategic and Interregional Studies under the President of the Republic of Uzbekistan Akramjon Nematov, Deputy Director of the International Institute of Central Asia Sherzod Fayziyev, and Deputy Head of the Republican Center for the Study of Public Opinion “Ijtimoiy Fikr” Mansur Seitov.
On behalf of the diplomatic corps, the Extraordinary and Plenipotentiary Ambassador of Azerbaijan to Uzbekistan, Huseyn Guliyev, shared his views on the regional agenda in the context of the announced reforms.
Following the presentations, a lively discussion took place, with active participation by well-known experts Ravshan Nazarov and Bakhtiyor Ergashev.
In concluding the event, Ambassador Beybut Atamkulov noted the value of Uzbekistan’s experience gained during the constitutional reform of 2023 and expressed confidence that open expert dialogue would contribute to the development of balanced and effective decisions.
