National Guard and Soldiers’ Mothers Committee Sign Cooperation Memorandum

A memorandum of cooperation was signed at the Main Command between the Republican Public Association “Soldiers’ Mothers Committee ‘Mothers’ Hearts’” and the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan.

The signing ceremony was attended by Deputy Minister of Internal Affairs of the Republic of Kazakhstan — Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov; Head of the RPA “Soldiers’ Mothers Committee ‘Mothers’ Hearts’” Liliya Khairullina; officers of the Main Command; and representatives of the public association.

The document provides for further development of cooperation on protecting the rights of conscript servicemen, strengthening trust between civil society institutions and the law enforcement troops, and assisting in the creation of favorable conditions for military service.

In his remarks, Major General Ansagan Baltabekov emphasized that the National Guard has for many years built constructive cooperation with public organizations, viewing collaboration with the Soldiers’ Mothers Committee as an important element of public oversight and support for the moral and psychological well-being of personnel.

In turn, RPA Head Liliya Khairullina highlighted the importance of the agreements reached:

“For us, this memorandum is not a formality but a real tool for cooperation. We are confident that joint work with the National Guard will allow us to promptly respond to parents’ appeals, support soldiers, and help create a safe and respectful environment for military service,” she noted.

It is worth noting that in 2025 more than 100 joint events were held. Based on appeals from the Committee, joint inspections were organized of barracks and residential facilities, dining halls, and bath-and-laundry facilities, as well as reviews of medical and clothing supply issues and the organization of personnel catering.

In addition, since the beginning of the year, National Guard military units have been implementing the campaign “The Army Through Mothers’ Eyes” with the participation of Committee representatives, military prosecutors, and local executive bodies.

The parties expressed confidence that implementation of the memorandum’s provisions will enhance the level of social protection for servicemen and contribute to the further development of mutual trust and responsibility.
