2026: CONSTITUTIONAL REFORM – BASED ON PEOPLE'S INITIATIVE AND TRANSPARENCY

The Constitutional reform to be implemented in Kazakhstan in 2026 is an important step towards modernizing the country's political system. During the reform period, transparency and direct citizen participation were given priority.

The main events of the reform period:

September 8, 2025 – In his Address, the President announced the initiative to create a unicameral Parliament.

October 08, 2025 – The Decree on the Establishment of a Working Group on Parliamentary Reforms was signed.

October 16, 2025 – The first meeting of the working group was held under the chairmanship of the President of the Republic of Kazakhstan.

As part of the reform, more than 2,000 applications were received from citizens through the Otinish and eGov portals. All applications were carefully considered during working group meetings from October 2025 to January 2026. This is clear evidence of the direct participation of citizens in public policy.

The new Constitutional reform aims to improve the country's governance system, as well as ensure the transparency and fairness of laws, taking into account the opinion of the people.
