JUSTICE, LAW AND ORDER: CORE VALUES OF THE NEW CONSTITUTION

In the new Constitution of Kazakhstan, which will be adopted in 2026, for the first time in history, the principles of "Justice, Law and Order" have been officially enshrined at the Constitutional level. This is an important step towards raising the country's legal system to a new qualitative level and fully protecting the rights of citizens. The new Preamble clearly states that human rights and freedoms are the main priority of the state. According to this document, the main direction of state activity is to serve the citizen.

The document recognizes social unity, interethnic and interfaith harmony as the main pillars ensuring the stability of the state. Also, sovereignty, independence, unitary structure and territorial integrity are enshrined in the Constitution as immutable, unshakable values. The source of power is the people of Kazakhstan, that is, the people are the only source of state power.

The new Constitution for the first time enshrines the "Miranda Principle", and also provides for a number of guarantees aimed at protecting the rights and interests of citizens: Laws cannot worsen the situation of citizens or impose new obligations. Principles of justice: presumption of innocence and prohibition of repeated punishment for the same offense.

The document enshrined the principle of environmental and nature protection at the constitutional level. In addition, a norm was introduced to protect the rights of citizens in the digital space. Traditional values were also not ignored: marriage was defined as a voluntary union of a man and a woman. The new Constitution, combining the historical traditions of the country and modern requirements, determines the directions of legal, social and cultural development of Kazakhstan.
