The Shymkent Akimat discussed the draft of the new Constitution of the Republic of Kazakhstan.

A meeting was held at the Shymkent City Akimat to discuss and explain the draft of the new Constitution of the Republic of Kazakhstan.
The event was attended by district akims, heads of departments and government agencies, members of the Public Council, and representatives of the media.
Opening the meeting, Shymkent Mayor Gabit Syzdykbekov noted the particular importance of the draft new Constitution for the country's further development. He recalled that in his Address to the Nation last September, the Head of State proposed parliamentary reform aimed at a comprehensive reboot of the political system and the creation of a sustainable model of socioeconomic development in the face of today's global challenges.
According to the city's mayor, on October 8, the President signed an order establishing a Working Group on Parliamentary Reform, comprising leading experts, legal scholars, and representatives of political parties and public organizations. Discussions on the reform lasted approximately six months, with the active participation of civil society.
During its work, the Working Group reviewed and summarized over 2,000 proposals received from citizens. The results of this work were summarized by the Head of State at the 5th meeting of the National Kurultai in January 2026, where a vision for further constitutional reforms was also presented.
It was noted that a 130-member Constitutional Commission was formed on January 21. The commission members thoroughly reviewed proposals for amendments to the Basic Law, covering all sections and 77 articles, which constitutes 84 percent of the current Constitution. Based on the results of their work, they supported the preparation of a new version of the Constitution of the Republic of Kazakhstan.
At the meeting, presentations were made by Bakhadyr Narymbetov, Chairman of the City Maslikhat; Bukharbai Parmanov, Chairman of the City Public Council; and Maksat Yelikbay, PhD in Law and Associate Professor. The speakers provided a detailed explanation of the key provisions of the draft Constitution, parliamentary reform, and other constitutional amendments aimed at developing the political system and strengthening the socioeconomic foundations of the state.
Summing up the meeting, the city mayor emphasized that the new version of the Constitution is intended to create a solid legal foundation for a stable, secure, and prosperous Kazakhstan. He called on participants to actively engage in the discussions to ensure that the draft Basic Law fully reflects the interests of society.
The meeting was held in a constructive and businesslike atmosphere. Following the meeting, participants expressed support for the draft new Constitution of the Republic of Kazakhstan.
