Shymkent City Public Council Supports the Draft New Constitution

Members of the Shymkent City Public Council discussed the draft of the new Constitution of the Republic of Kazakhstan, noting its strategic importance for the development of the country. According to the members of the Council, due to the introduction of amendments and additions to 84 percent of the current Constitution, there is every reason to call the main legal document of the State the "New Constitution". In addition, a number of proposals and comments were expressed regarding the draft document submitted for public discussion.
The meeting was chaired by Bukharbai Parmanov, Chairman of the Shymkent City Public Council. The meeting was also attended by Bakhadyr Narymbetov, Chairman of the Shymkent City Maslikhat, member of the Constitutional Reform Commission, who spoke in detail about the main areas included in the draft New Constitution.
According to Bakhadyr Narymbetov, more than 2,000 proposals and opinions from Kazakhstanis were taken into account during the development of the draft Constitution. The document was prepared based on modern requirements and best international practices.
– The preamble and the first three articles of the new Constitution clearly show its political direction and essence. The state interest, the strength of our independence, and public opinion are fully reflected. This is an important step towards the future of our country, – he said.
The chairman of the maslikhat also explained in detail to the members of the Public Council the issues considered at the meetings of the Constitutional Reform Commission, noting that the new legal norms will serve as a basis for strengthening social harmony and stability.
During the meeting, it was noted that the draft New Constitution has raised the mechanisms for protecting human rights to a new level, and that the process of lawmaking under a unicameral Parliament will accelerate, increasing the efficiency of the work of the Parliament and the Government.
Speaking in this context, Deputy Mayor of Shymkent Sarsen Kuranbek emphasized the importance of the New Constitution.
– The new Constitution of the Republic of Kazakhstan is not just a legal document, but a fundamental basis that determines the historical path of our people, their current existence and a clear direction for the future. As part of the initiatives of Head of State Kassym-Jomart Tokayev to modernize the political system, it is intended to increase the efficiency of state governance by creating a unicameral Parliament, – he said.
According to Sarsen Kuranbek, the preamble to the draft Constitution clearly enshrines the historical continuity of Kazakh statehood, sovereignty, independence, and inviolability of territorial integrity. The Basic Law, based on the principles of "Just Kazakhstan" and "Law and Order," ensures the primacy of human rights and freedoms.
In addition, the second part of the Constitution defines the fundamental rights and duties of citizens in a balanced manner. Parliament is being modernized as a professional and influential representative body, and mechanisms aimed at ensuring the balance of power are being strengthened.
The constitutional establishment of the Constitutional Court, the Institute of Advocacy, and the People's Council of Kazakhstan will strengthen the protection of citizens' rights and strengthen a permanent dialogue between the people and the authorities. Amendments and additions to the Constitution will be adopted only through a nationwide referendum.
At the end of the meeting, members of the Shymkent City Public Council expressed full support for the initiatives raised in the draft New Constitution, evaluating it as an important historical step towards the sustainable development of the country, the formation of a just society, and the well-being of future generations.
