The Al-Farabi City Scientific and Universal Library in Shymkent is today becoming an open platform not only for books and knowledge, but also for public thought and civic opinion. Here, in addition to literary and cultural events, topical issues in the life of the country are widely discussed and initiatives aimed at forming public consciousness are being implemented.

One of the important events in this direction was a significant meeting held in the library to discuss the draft of the New Constitution of the Republic of Kazakhstan. The library staff participated in the meeting and shared their thoughts on the main document that will determine the future of the country.

Each opinion expressed at the meeting held at the Ruhaniyat Ordo carried its own weight. The civic stance of the librarians was clearly evident at the meeting, where the fate of the state and the future of the nation were discussed.

In her speech, Library Director Anar Zhapparkulova touched upon the historical significance of the Constitution and highlighted the main features of the new Constitution.

“The fact that our Constitution is written in our native language is a great spiritual achievement. Most importantly, this document is being discussed with the direct participation of the people and adopted as a country. The fact that the proposals of every citizen are taken into account and their opinions are listened to is a manifestation of a truly democratic process,” he said.

He also noted that the updated Constitution is not just a set of legal norms, but a strategic document that determines the future direction of the state's development. In this regard, he drew attention to the importance of the active participation of all representatives of society in its discussion.

During the meeting, the main changes and priority areas of the new version of the Constitution were presented, comparing them with the current version. It was noted that the unshakable principles and values that form the basis for the development of the state are clearly defined. In particular, special attention was paid to the issue of protecting sovereignty and independence.

Deputy Director of the Library Gulmira Alpysbayeva said that the changes to the Constitution are aimed at strengthening stability and social harmony in society.

"Protecting independence is the sacred duty of every citizen. The new Constitution enshrines this responsibility at the legal level. This is an important step that will increase trust between the state and the people," he said.

During the discussion, Meirzhan Zhakyp, a specialist in the exhibition and mass work sector, also spoke and emphasized the educational significance of the Constitution. According to him, the Constitution contributes to increasing the legal culture of citizens and strengthening the political activity of society.

"The Constitution is the main document that every citizen should know and be guided by in their daily lives. Discussing the new Constitution with the people, not just as a matter for lawyers, will make it a truly people's document," he said.

According to experts, the 2026 constitutional reform will systematize legal mechanisms aimed at preserving and strengthening the independence of Kazakhstan and lay a solid foundation for the long-term development of the state. The updated Constitution will be a strategic guideline serving to ensure the sustainable development of the country, protect national identity and state integrity.

This gathering, held in the library, clearly demonstrated one truth: the Constitution is not just a document of state power, but the result of the common consent of the entire people. And discussing it is a vivid manifestation of civic consciousness and responsibility for the future of the country.
