Today, an expert discussion on "Constitutional Reform and National Identity" took place at one of Shymkent's main spiritual centers—the Al-Farabi City Scientific and Universal Library.

The event was attended by intellectuals, scholars, and specialists in culture and language. Participants thoroughly discussed the content of the new Constitution. The meeting was moderated by Anar Zhapparkulova, the library director and a candidate of philological sciences. In her speech, she focused on the ideological and value-based foundations of the Basic Law, emphasizing that the document clearly reflects the principles of national unity, social harmony, and the secular nature of the state.

Kairat Anarbayev, a candidate of historical sciences, noted that the new Preamble to the Constitution clearly defines human rights and freedoms as a state priority for the first time. He also emphasized that enshrining sovereignty, independence, and territorial integrity as immutable values strengthens the legal foundation of national identity. He believes that the constitutional enshrinement of the principles of Justice, Law, and Order, as well as respect for nature, marks the transition of society to a qualitatively new stage of development.

Bastar Eskarayev, Deputy Director of the Shymkent State Archives, noted the special attention paid to preserving historical memory and documentary heritage. Botagoz Nurkulova, Senior Researcher at the Shymkent Museum Association, emphasized that protecting cultural heritage and developing museums are an important guarantee of intergenerational continuity.

Zhazira Dosmailova, a highly qualified specialist at the city's educational and methodological center for language teaching, noted that a clear definition of the secular nature of the education system is essential for social stability. It was also noted during the discussion that the new Constitution clearly delineates the spheres of religion and state.

Experts praised the draft Constitution's prioritization of education, science, culture, and innovation, noting that this strategic focus links the state's future to the development of human capital. Furthermore, the introduction of a provision protecting citizens' rights in the digital environment was hailed as an important decision that meets modern security requirements.

At the end of the meeting, participants called on citizens to actively participate in the referendum scheduled for March 15, emphasizing that the new Constitution is an important step toward strengthening national identity.
