The new draft Constitution defines human honor and dignity as the highest value. Article 20, paragraph 1, clearly states that human honor and dignity are inviolable and shall be protected by law. This norm is aimed at protecting the personal honor and personal integrity of every citizen at the state level.
Human dignity is not just a moral concept, it is a value that has a legal guarantee. That is, no person, no body has the right to insult a person's honor and degrade his dignity. The law does not allow violations of this right and provides specific mechanisms for its protection.
Furthermore, no one may be subjected to torture, inhuman or degrading treatment or punishment. This principle implies that the state upholds respect for the individual, justice, and the rule of law.
These norms serve to strengthen mutual respect in society and ensure the safety of citizens. Protection of human dignity is the main sign of a civilized, legal state and the basis for the formation of a just society.
