Exchange of Experience and Development of International Cooperation in the Field of Customs Expertise

On February 9–10, 2026, the Central Customs Laboratory of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan hosted a delegation from the State Customs Committee of the Republic of Azerbaijan.

The delegation included Aydan Rajabova, Head of the Central Department of Customs Expertise of the State Customs Committee of the Republic of Azerbaijan, and Gunay Yunusova-Hamid-zade, Head of the Department for Expertise of Organic and Inorganic Goods of the same department.

From the Central Customs Laboratory, the event was attended by the Acting Head of the Central Customs Laboratory, Madina Manarbekovna Yessimova, as well as heads of relevant structural divisions.

The visit was organized with the aim of developing and strengthening international cooperation, as well as exchanging best practices in the field of customs expertise. During the meetings, particular attention was paid to improving expert activities, introducing modern analytical methods, and enhancing the quality of laboratory research.

On February 9, a presentation was delivered for the Azerbaijani delegation on the accreditation of testing laboratories of the Central Customs Laboratory of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. In addition, an ознакомительная экскурсия (introductory tour) of the laboratory facilities was conducted, during which the guests were introduced to the laboratory's material and technical base, key areas of activity, applied analytical methods, and expert procedures.

Special attention during the visit was given to the discussion of accreditation issues for laboratories conducting research on crude oil and petroleum products. The parties exchanged practical experience on accreditation requirements and procedures, as well as on the organization and conduct of laboratory research in this field.

Furthermore, representatives of the State Customs Committee of the Republic of Azerbaijan familiarized themselves with modern laboratory instruments and equipment used by the Central Customs Laboratory of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan for conducting examinations of crude oil and petroleum products, as well as with the applied analytical methodologies.

The meeting also included a question-and-answer session focused on current areas of activity of customs expert units and a discussion of prospects for further bilateral cooperation.

The negotiations became an important step toward strengthening partnership relations and defined priority areas for future cooperation aimed at enhancing the efficiency of customs expertise and developing interaction between the customs authorities of the Republic of Kazakhstan and the Republic of Azerbaijan in the interests of citizens and businesses of both countries.
