Tax reform and digital services: Ministry of Finance strengthens dialogue with business and population

The Ministry of Finance of the Republic of Kazakhstan continues systematic work on the implementation of the new Tax Code and the development of the digital ecosystem of administration. Within the framework of the Hearing State concept, Deputy Finance Minister Yerzhan Birzhanov held a meeting with residents of the Akmola region, where he explained the key changes and answered topical questions from taxpayers.

The Ministry of Finance of the Republic of Kazakhstan is implementing a large-scale tax reform, which entered into force in 2026. Its key task is to form a transparent, predictable and service-oriented tax system, which reduces the administrative burden on business and creates equal conditions for bona fide market participants.

The reform involves a transition from a predominantly fiscal approach to a service model of administration. It is based on digitalization of processes, risk-oriented control and simplification of tax procedures.

Kazakhstan retains the status of an investment center in the region: according to experts, 68.6% of foreign investments in Central Asia ($151.3 billion) are concentrated in the country. The new tax policy is aimed at further increasing investment attractiveness.

As part of the digitalization course announced by the Head of State, the State Revenue Committee is building a new information architecture. Key systems have already been implemented - ISNA, KEDEN and Smart Data Finance, which cover the entire life cycle of tax processes and provide more than 1000 administrative operations and over 300 services for business.

Adaptation measures have been introduced to support entrepreneurs. In particular, the "Clean Sheet" program is being implemented, which provides for the write-off of penalties and fines when repaying the principal debt, as well as the simplification of liquidation procedures for certain categories of taxpayers.

Particular attention is paid to feedback. The Ministry of Finance is building a constant dialogue with the business community through working groups, interaction with NPP Atameken and a project office under the Government. In the regions, the action "People's Accountant" is being held, as well as active explanatory work through the call center and digital channels: since the beginning of the year, more than 134 thousand requests have been processed, about 150 answers to frequently asked questions have been prepared.

Within the framework of the meeting, issues of taxation of agriculture, simplification of tax reporting forms, write-off of penalties and fines within the framework of the "Clean Sheet" program, regarding the "National Fund for Children" program and other issues of taxpayers were considered.

The Ministry of Finance will continue the practice of open meetings with the population and business, ensuring transparency of reforms and prompt adjustment of procedures taking into account feedback.
