According to the Law of the Republic of Kazakhstan dated April 6, 2024 No. 71-VIII ZRK "On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Business Matters" (Article 1, paragraph 30) and the Order of the Minister of Agriculture of the Republic of Kazakhstan dated June 26, 2024 No. 222. Registered in the Ministry of Justice of the Republic of Kazakhstan on June 28, 2024 No. 34637 "On Amendments to the Order of the Minister of Agriculture of the Republic of Kazakhstan dated June 29, 2015 No. 15-08/590 "On Approval of the Rules for the Protection of the Territory of the Republic of Kazakhstan from Quarantine Objects and Alien Species" - from January 1, 2025, amendments excluding the public service "Issue of a Quarantine Certificate for the Movement of Quarantine Products on the Territory of the Republic of Kazakhstan" come into force.
According to the amendments, plant quarantine measures apply to seeds and planting material of agricultural, forestry, and ornamental crops, plants and their parts (cuttings, bulbs, tubers, fruits), as well as any other products of plant origin that may be carriers of quarantine organisms; agricultural machinery and soil cultivation tools, vehicles, all types of containers, packaging materials, industrial goods and products made from plant materials, soil samples and monoliths that may be carriers of quarantine organisms; the territories and premises of organizations, peasant or farming enterprises, household plots, and dacha farms that grow, procure, store, process, disinfect, and sell plant products; agricultural, forestry, water, and other lands; domestic trade facilities, railway stations, bus stations, river ports, piers, and postal operator production facilities; compliance by local executive bodies with the legislation of the Republic of Kazakhstan on plant quarantine, etc.
Additionally, changes have been made to the provision of state services in the field of plant quarantine:
- the issuance of a phytosanitary certificate will be completed within 2 (two) business days of application registration;
- when issuing a quarantine certificate, the responsible state plant quarantine inspector will verify the completeness of the submitted documents within 3 (three) business hours of application registration;
