The selection procedure for civil service positions will change from April 1.

The changes are envisaged by the Agency's order of December 8, 2025, "On Certain Issues of Filling Administrative Public Positions" and are aimed at simplifying competitive procedures, reducing selection timeframes, and increasing the transparency of personnel processes.
Competitive procedures are conducted digitally through the external internet portal eqyzmet.gov.kz of the integrated information system "E-kyzmet."
It should be noted that this mechanism has already been implemented in the Kostanay region and has been in effect since January 1, 2025.
To participate in the competition, candidates must pass a test on their knowledge of the state language and the legislation of the Republic of Kazakhstan, as well as a personal assessment. Testing can be completed in advance of the competition announcement or during the application period through their personal account on the portal.
The received test certificates and personal assessment results will be valid for one year, allowing candidates to participate in civil service competitions without re-testing.
The new procedure also provides for the optimization of the selection stages. Personal qualities will be assessed outside the competition, with the five candidates with the highest scores advancing to the next stages.
Depending on their position level, candidates undergo different stages of the selection process. For example, candidates for management positions must write an essay and undergo an interview, while candidates for executive and lower-level positions must complete practical tasks aimed at assessing their professional skills.
Candidates for lower-level positions will also undergo psychometric testing (EQ, SQ, IQ), which assesses their level of social and emotional intelligence, as well as their logical thinking skills.
Another important change is the significant reduction in the timeframe for competitive procedures. Government agencies will now be able to fill vacant positions within 5-7 business days, including 3 business days for receiving and reviewing documents and 3-4 business days for the competitive stages.
