From April 1, 2026, a new procedure for monitoring mobile transfers comes into effect

13.04.2026 15:22:56 293

Starting April 1, 2026, banks will begin transmitting information about mobile transfers by individuals to the tax authorities.

This measure is aimed at ensuring the transparency of financial transactions and identifying unregistered entrepreneurial activity.

Which transfers are subject to monitoring?

Not all transfers will be checked — only those that simultaneously meet the following conditions:

  • Receipt of funds from 100 or more different individuals;
  • Regular receipt of transfers over 3 consecutive months;
  • The total amount exceeds 1,020,000 tenge.

Verification is carried out only if all of the above conditions are met.

Important to know

These changes do not mean automatic blocking of accounts.

The verification procedure is carried out in stages:

  • Cameral control (remote analysis) is conducted;
  • The taxpayer is sent an official notification;
  • Within 30 working days, the individual has the opportunity to: — Provide explanations; — Confirm the source of the funds; — If necessary, correct any identified violations.

If the transfers are of a personal nature

If the funds were received:

  • As assistance from relatives;
  • For medical treatment;
  • As repayment of a debt;
  • As a gift or for personal needs,

this can be confirmed with appropriate documents or explanations.

Such transfers are not subject to taxation.

The main purpose of the control

The primary task is to identify hidden (unregistered) entrepreneurial activity.

For example:

  • Systematic sale of goods;
  • Provision of services without registering as an individual entrepreneur (IP);
  • Regular receipt of income without paying taxes.

What is important for citizens

  • Transfers between individuals for personal purposes are legal and not subject to tax;
  • The control is not directed at all citizens, but at individuals engaged in hidden business;
  • If you are not involved in entrepreneurial activity, there is no reason to worry.

Conclusion

Monitoring of mobile transfers is a tool for bringing illegal entrepreneurial activity out of the shadows, and not total control over all financial transactions of citizens.
