An Investment Cooperation Agreement has been signed between Kazakhstan and the Sultanate of Oman

Prime Minister of the Republic of Kazakhstan Olzhas Bektenov held a meeting with Deputy Prime Minister for Economic Affairs of the Sultanate of Oman Ziyazin bin Haitham Al Said, who arrived in Kazakhstan on an official visit.
The parties discussed the development of trade, economic and investment cooperation in line with agreements reached at the highest level. Particular attention was paid to expanding cooperation in energy, transport and logistics, mining, metallurgy, the digital sector, agriculture, tourism, and other areas.
“The Head of State, Kassym-Jomart Tokayev, attaches great importance to Your Highness’s first official visit to Astana. The Sultanate of Oman is a friendly and reliable partner of Kazakhstan in the Middle East and across the Arab world. The Government of Kazakhstan is ready to actively develop trade and economic cooperation with Oman, strengthen bilateral relations, expand investment ties, and create favorable conditions for the implementation of joint projects,” emphasized Prime Minister Olzhas Bektenov.
“It was a great honor for me to receive the Order of ‘Dostyk’ from the President of the Republic of Kazakhstan. Strong partnership ties have been established between the Sultanate of Oman and Kazakhstan, and we are ready to further strengthen and develop them. There are areas where investment cooperation is already underway. We also plan to focus on such sectors as energy, renewable energy, technology, the financial sector, and others,” noted Deputy Prime Minister Ziyazin bin Haitham Al Said.
The joint portfolio of Kazakhstan and Oman includes five major investment projects worth $3 billion. Of these, two projects worth $1.1 billion in the fields of energy and railway transportation have already been implemented, while projects in ore processing are currently under development.
During the talks, both sides expressed interest in joining efforts to expand trade and economic cooperation. In particular, attention was given to plans for implementing joint initiatives in the mining and oil and gas sectors, with a focus on modernization and technological development of enterprises.
Considering Kazakhstan’s ongoing efforts to develop the transit and transport potential of the Middle Corridor, areas of cooperation in logistics were also identified. The development of both countries’ economies and mutual trade is further supported by joint measures to establish processing enterprises, exchange agricultural technologies, and conclude long-term agreements for the supply of agricultural products.
The digital sector was highlighted as a promising area, including the implementation of projects in GovTech and artificial intelligence. The importance of sharing experience in the development of ecotourism, the hospitality and service industry, and the promotion of cultural and natural attractions was also noted.
The parties reaffirmed their commitment to further strengthening cooperation and partnership between Kazakhstan and Oman across all priority areas.
Following the meeting, in the presence of Prime Minister Olzhas Bektenov and Deputy Prime Minister Ziyazin bin Haitham Al Said, a Heads of Terms agreement on investment cooperation was signed between Samruk-Kazyna and the Oman Investment Authority.
The document establishes an institutional framework for creating a joint investment platform, launching new Kazakh-Omani enterprises, investment funds, and other co-investment mechanisms on an equal basis.
The agreement предусматривает the implementation of projects in priority sectors of the economy, including industry, energy, healthcare, logistics, mining, and others. Investments are planned to be directed both into existing assets and new projects in the territories of the Republic of Kazakhstan and the Sultanate of Oman.
