Detection of illegal trade in excisable products turnover

The State Revenue Department of East Kazakhstan region reports that monitoring the turnover of excisable products remains a priority, including detecting counterfeit goods and suppressing the shadow trade of alcohol, tobacco, and petroleum products.
Under the Tax Code of the Republic of Kazakhstan (Articles 151,174), the department conducts regular inspections. These focus primarily on the verification of licenses, accompanying invoices for goods, the authenticity of excise stamps, and compliance with mandatory digital labeling and identification requirements.
Results for the 1st Quarter of 2026
Following inspections, the following items were seized from illegal circulation:
Alcoholic Beverages:4 thousand liters, valued at 164.2 million tenge (including instances of unlicensed trade).
Tobacco Products: 2.4 thousand packs, valued at 3 million tenge (lacking required identification markers).
Petroleum Products: 5.1 tons of unaccounted-for fuel, valued at 2 million tenge.
Administrative cases have been initiated for all violations in accordance with Articles 281, 282, 283, 283-1, and 463 of the Code of the Republic of Kazakhstan on Administrative Offenses.
The State Revenue Department of East Kazakhstan Region reminds taxpayers of the importance of strict compliance with national legislation to avoid involvement in the illegal trafficking of excisable goods.
