“Altyn Visa” and Tax Incentives: How Kazakhstan’s Migration Policy Will Change

Kazakhstan is transitioning to a new migration policy model aimed at attracting investors, highly qualified professionals, and global talent. The corresponding decree was signed by President Kassym-Jomart Tokayev.

The document предусматривает a large-scale digital reform and a shift away from the previous quota-and-permit system toward an incentive-based approach. The main goal is to position the country as a regional hub for investment and human capital. The Government has been tasked with completing the implementation of all reforms by the end of 2026.

As part of the reform, Kazakhstan’s visa system will be overhauled. Visa categories will be unified and expanded with new formats. A business visa will be introduced for investors and board members, a skilled worker visa for scientists, doctors, cultural figures, and graduates of leading universities, as well as a temporary worker visa for participants in specific investment projects. A key element of the reform is the “Altyn Visa,” designed for investors and in-demand professionals. For IT specialists, the processing period may take around one month. Holders of this visa will receive expanded access to government services, effectively comparable to the rights enjoyed by citizens.

Significant tax incentives are also envisaged for “Altyn Visa” holders and their family members. These include exemptions from personal income tax, as well as property and land taxes. Reporting requirements will also be simplified, with such residents exempt from universal income declaration obligations. At the same time, a digital resident ID will be introduced, serving as an equivalent of a national identity card for access to government and financial services. Diplomas from leading foreign universities will also be automatically recognized without the need for nostrification procedures.

Another major pillar of the reform is digitalization. A unified platform, QazETA, featuring an e-Residency module, will be created for foreign citizens, enabling remote applications through a “one-stop-shop” system. In addition, the e-Residency Invest program will be launched, allowing electronic residents to invest in projects in Kazakhstan and through the Astana International Financial Centre via partner banks.

In parallel, special zones with mandatory English-language services will be established in Astana and Almaty. These measures will apply to healthcare institutions, schools, public service centers, police, and коммунal services. Almaty is also expected to launch the Almaty AI Hub - a dedicated platform for the development of artificial intelligence projects.

The reforms will also affect the Astana International Financial Centre. The minimum stay requirement for obtaining tax residency will be reduced from 90 to 30 days, which is expected to enhance the jurisdiction’s attractiveness for globally mobile investors. The National Bank and relevant agencies have been instructed to establish a favorable financial regime for new residents, including the issuance of special payment cards within a regulatory sandbox framework.
