SCGA: New Entry Requirements for the Russian Federation Effective June 1, 2026

Dear Carriers and Drivers!

 

Effective June 1, 2026, the Russian Federation will implement the System for Confirmation of Goods Arrival (SCGA).

When importing goods by road, the recipient in the Russian Federation must complete a document regarding the upcoming delivery in advance and obtain a QR code.

The QR code must be in the driver’s possession and presented upon request by the regulatory authorities.

Failure to present a valid QR code will result in denial of entry into the Russian Federation and the return of the vehicle.

In this regard, we recommend:

˗ confirming in advance with the Russian recipient that a valid QR code has been issued under the SPOT system;

˗ verify the presence of the QR code before arriving at the border crossing point;

˗ have the QR code available in either printed or electronic form;

˗ compare the information in the QR code with the shipping documents (goods, quantity, vehicle, recipient);

˗ take into account the possibility of longer border crossing times if documents are not properly prepared.

Please take these changes into account when planning shipments and coordinate with Russian recipients of goods well in advance.
