On the new rules for the import of e-commerce goods

The Department of State Revenue for the Mangystau region informs that in the second half of 2026, updated rules for goods purchased on foreign marketplaces such as Temu, AliExpress, iHerb and others will come into force in the countries of the Eurasian Economic Union (EAEU).
What is important for citizens to know
If the purchase price does not exceed 200 euros, nothing changes.:
- there is no need to pay duties and taxes;
- The package will be delivered as before;
- you will not need to contact the customs authorities yourself.;
- the declaration for the buyer will be issued by e-commerce operators.
Goods purchased by individuals on foreign marketplaces will be classified into a separate category – "e-commerce goods".
A new type of customs declaration is being introduced for them, the "declaration for electronic commerce goods", in which information about 999 goods of various individuals can be stated. Electronic commerce operators, a new institution in the field of customs affairs, will submit such a declaration to the customs authorities for buyers.
In this case, the weight threshold (31 kg) is canceled. The duty-free limit remains at 200 euros.
The changes affected expensive purchases. So, if the value of the goods exceeds 200 euros, then a customs duty of 5% of the value of the goods will be charged; VAT of 16%.
Calculation examples:
250 euros – a duty of 12.5 euros (about 7 thousand tenge) + VAT;
500 euros – a duty of 25 euros (about 14 thousand tenge) + VAT.
For comparison: currently, a single payment of 15% (including VAT) of the amount exceeding the duty-free threshold is applied to such goods.
The new rules are aimed at streamlining online commerce and combating the import of commercial shipments of goods under the guise of purchases for personal use.
The changes do not affect products that are already located on the territory of the EAEU and are sold through local online platforms, including Wildberries, Ozon and Kaspi.kz
Thus, for the majority of buyers ordering goods for personal use worth up to 200 euros, the process of buying and receiving parcels will remain the same.
