The Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs in Kostanay Region continues its systematic work to protect citizens' rights when receiving government services. Since the beginning of the year, the rights of approximately 300 service recipients have been restored.
A distinctive feature of this work is that violations are identified and corrected not only upon citizen appeals but also proactively through remote monitoring of government service delivery processes. Thanks to this mechanism, the rights of more than 160 service recipients have been restored. Another 130 citizens were able to protect their rights following scheduled inspections.
The largest number of violations were identified in the areas of land relations and architecture and urban planning.
In the area of land relations, the rights of 205 service recipients have been restored. Monitoring revealed that mandatory information required by law was missing when issuing permits for the acquisition of land rights. Specifically, the documents failed to indicate the land category, the number and date of the land commission's protocol decision, the details of the approved land management project, information on the divisibility or indivisibility of the land plot, or the terms of the purchase and sale and lease agreements.
As a result, service recipients were issued legal acts that did not comply with legal requirements. Following the Department's intervention, the identified deficiencies were corrected, and 205 citizens were reissued permits, executed in full compliance with established requirements.
A significant number of violations were also identified in the field of architecture and urban planning. When providing the public service "Issue of Source Materials for the Design and Reconstruction of Facilities," 89 service recipients were not provided with technical specifications, which are a mandatory part of the public service delivery.
Following a letter sent by the Department, the violations were corrected, all 89 service recipients were issued technical specifications, and their rights were restored.
The ongoing work is aimed not only at eliminating individual violations but also at preventing similar incidents in the future, improving the quality of public services, and strengthening the principles of lawfulness in the activities of government agencies.
