IP Smart Data Finance - a new stage of digital transformation of tax administration

Smart Data Finance (SDF) is a unified analytical platform of the State Revenue Authorities designed to consolidate, process, and analyze tax and customs data.
The project includes 13 functional subsystems, 107 integration interfaces with internal and external information systems, and 12 data exchange services connected to 36 government agencies, second-tier banks, and other organizations. The total volume of processed data exceeds 2.3 petabytes.
The platform is built on Big Data technologies, enabling the consolidation, processing, storage, and analysis of information from government information systems. Based on these data, a unified digital taxpayer profile is created for both individuals and legal entities, providing a comprehensive view of economic activities, improving tax risk management, and supporting more informed decision-making.
The use of Big Data technologies promotes a risk-based approach to tax administration, whereby oversight is focused on transactions exhibiting elevated risk indicators. This approach aligns with the government's policy of reducing the administrative burden on compliant taxpayers, preventing violations, and increasing the level of voluntary tax compliance.
One of the platform's practical applications is the implementation of the "Digital VAT" pilot project, which utilizes the Digital Tenge for VAT refunds to exporters. The information system provides functionality that automates interactions among pilot participants, reduces the VAT refund processing period from 55 days to 10 business days, and supports legislative amendments extending the pilot project through the end of 2026.
The consolidation of tax, customs, and other government data within a single analytical platform has enabled the adoption of new approaches to tax risk identification. Cross-analysis of information from multiple government information systems has made it possible to develop additional analytical criteria for assessing taxpayer activities that were previously unavailable. This has facilitated the detection of underreported revenue and non-compliance with cash register regulations, enabling timely tax administration measures and generating additional revenue for the state budget.
Particular attention was paid to information security throughout the implementation of the project. The Smart Data Finance information system successfully passed certification testing conducted by the State Technical Service, confirming its compliance with established information security requirements and its readiness for operational deployment.
Smart Data Finance provides the technological foundation for a modern tax administration system by strengthening interagency cooperation, improving the quality of public services, and supporting the continued digital transformation of the State Revenue Authorities.
