Kazakhstan’s civil service is introducing the institution of impeccable reputation, along with new digital human resource mechanisms and expanded social guarantees for civil servants.
At a staff meeting chaired by the Akim of the Aktobe Region, participants discussed the implementation of the new Law “On the Civil Service of the Republic of Kazakhstan,” which came into force on July 1 of this year.
Aibek Shilmanov, Head of the Aktobe Region Department of the Agency of the Republic of Kazakhstan for Civil Service Affairs, provided a detailed explanation of the key provisions of the new Law. He noted that the legislation is aimed at the comprehensive modernization of the civil service, improving the efficiency of the public administration system, introducing a service-oriented and citizen-centric model of governance, digitalizing HR processes, and enhancing personnel policy.
🔵 He emphasized that, for the first time, the Law formally establishes the mission, objectives, and principles of the civil service. It also introduces the institution of impeccable reputation for civil servants, provides new approaches to personnel training, enables digital recruitment through the E-Qyzmet system, and expands social guarantees for civil servants. Particular attention is paid to official ethics, the prevention of misconduct, the avoidance of conflicts of interest, and strengthening disciplinary accountability.
Following the presentation, participants discussed practical aspects of implementing the new legislative provisions. Among the issues considered were the procedure for appointing heads of regional departments classified as administrative civil service positions of Corps A, the timeline for adopting subordinate regulatory legal acts required for the implementation of the Law, and the implementation of the pilot project on revising the position grading system for Corps B civil servants, in which the Aktobe Region has been included.
Summing up the discussion, the Akim of the region stressed that improving the civil service system is one of the key prerequisites for increasing the effectiveness of public administration, strengthening public trust in state institutions, and building a professional civil service.
The Head of the Region instructed the heads of all government agencies to ensure the strict implementation of the requirements of the new legislation and to keep this work under continuous supervision.
