Declaration of Goods under Preliminary Customs Declaration

A goods declaration for foreign goods under the preliminary customs declaration procedure shall be submitted before the goods are imported into the customs territory of the Eurasian Economic Union or before they are delivered to the place of delivery designated by the customs authority of departure, in cases where such goods are transported under the customs transit procedure. When submitting a preliminary customs declaration, all information required to be included in the goods declaration shall be declared, except for the following information which, by its nature, may not be known to the declarant at the time of filing the declaration:
-information on the means of transport that will be used to carry the goods, except for information on the mode of transport;
-information on certain documents confirming the particulars declared in the goods declaration;
- other information determined by the Commission depending on the type of customs declaration, the categories of goods, and/or the mode of transport used. The information specified in the preceding paragraph that was not declared in the preliminary customs declaration, or that requires clarification after being declared, shall be amended (supplemented) in accordance with paragraph 1 of Article 183 of the Customs Code before the release of the goods.After the goods are imported into the customs territory of the Eurasian Economic Union, or after they are delivered to the place of delivery designated by the customs authority of departure in cases where the goods are transported under the customs transit procedure, the goods covered by the preliminary customs declaration shall be placed in the customs control zone specified in the goods declaration. Goods transported by watercraft shall remain at the place of arrival specified in the goods declaration.
