A dialogue platform was held at the Maslikhat of the Altay district with the participation of deputies of the district maslikhat, members of the Public Council, and representatives of the civil sector.

The platform's work involved R.N. Akhmedzyanov, head of the Public Foundation "Center for Local Self-Government Development"; P.G. Lobachev, member of the National Multi-Stakeholder Group for the implementation of the Extractive Industries Transparency Initiative under the Ministry of Industry and Construction of the Republic of Kazakhstan and chairman of the Public Organization "Echo"; as well as Bekturganov D.B., a representative of the Public Foundation "Civil Expertise" and a member of the international board of the Extractive Industries Transparency Initiative.

The main theme of the meeting was the current development plans for the Altay district in the context of the activities of the Altay city industrial site of the East Kazakhstan Mining and Processing Complex of Kazzinc LLP, as well as the further prospects for the socio-economic development of the territory.

The dialogue platform was attended by A.A. Tyutenkov, Deputy Director for Administrative Affairs of the Altay city industrial site of the East Kazakhstan Mining and Processing Complex of Kazzinc LLP, who spoke about the current activities of the enterprise, the prospects for the Maleevsky mine and the processing plant, and the production projects being implemented as part of current operations.

During the open discussion, participants touched upon a wide range of issues concerning the operation of enterprises in the city and district, the environmental situation in the city, the implementation of numerous social projects and initiatives by Kazzinc LLP aimed at the development of the city and district, the company's participation in public-private partnership projects, the preparation and training of qualified specialists, the attraction of young personnel, and the further social partnership between the enterprise and the region.

Meeting participants noted that constructive interaction has been established between the deputy corps, the Public Council, the akimat, and the enterprises of the Altay district. Fruitful joint work is carried out on a permanent basis, and meetings are regularly held on various platforms with the participation of representatives of the maslikhat, akimat, and the public. This format of open dialogue allows for the timely discussion of current issues and the joint search for solutions.

Special attention was paid to issues whose resolution requires amendments to the legislation of the Republic of Kazakhstan. In particular, participants again highlighted the need to improve mechanisms for providing relocation allowances not only to specialists arriving in rural settlements, but also to doctors, teachers, cultural workers, and other in-demand specialists coming to work in monocities. Deputies of the Altay district have repeatedly raised this issue and sent corresponding appeals to the authorized state bodies, as its resolution is possible exclusively at the legislative level.

Meeting participants expressed confidence that the proposals and problematic issues voiced during the dialogue, which are relevant to the residents of the Altay district, will be brought to the attention of the relevant state bodies by representatives of the National Multi-Stakeholder Group and will be reflected in further discussions on improving the legislation of the Republic of Kazakhstan.
