In 2025, during the Antalya Tourism Fair 2025, a cooperation memorandum was signed between the Mangystau Region Tourism Department, the Turkish company Uluer Group, and the Kazakhstan Tourism Association.

The agreement aims to promote Mangystau's tourism potential, implement joint investment projects, and strengthen cooperation in sustainable and event tourism. As part of the partnership, Uluer Group expressed its interest in launching the Mangystau Balloon Festival project. Starting in 2026, hot air balloon flights are planned over Bozzhyra, Tuzbair, Sherkala, and Ayrakty.

The initiative is expected to become a new tourism brand for Kazakhstan, attract foreign investment, create new jobs, and strengthen Mangystau's position as a leading destination for event tourism in Central Asia.
