Government Services at Your Doorstep: Kazakhstanis Choose the Personal Manager Home-Visit Service

Government services are becoming more accessible to citizens, with a number of services now available without visiting a Public Service Center (PSC). The “Personal Manager Home-Visit” service allows a specialist to visit the applicant at a specified address. Over the first seven months of 2026, around 1,500 Kazakhstanis have used this service.

For comparison, more than 2,000 people used the “Personal Manager Home-Visit” service in 2025. Last year, the service was most popular in Kyzylorda Region, where it was used by 540 people, followed by Almaty with 477 users and Pavlodar Region with 435.

The ranking changed during the first seven months of this year. Almaty recorded the highest number of personal manager home visits, with 296. Atyrau Region ranked second with 277 visits, while Kyzylorda Region came third, with 259 uses of the service.

To use the service, applicants simply need to submit a request remotely and provide their address. Based on the request, a front-office specialist visits the client, provides consultation, accepts the necessary documents, and assists with obtaining the government service on site. This format saves time and is particularly convenient for people who, for various reasons, find it difficult to visit a PSC in person.

The cost of the “Personal Manager Home-Visit” service is 7,447 tenge. This amount covers the service itself and is not a state fee.

The home-visit personal manager can provide a wide range of government services. Exceptions include obtaining a passport and identity card, as well as services provided by specialized PSCs, since these require the citizen’s personal presence and completion of specific procedures.

An application for a specialist’s home visit can be submitted through the “PSC” mobile application, as well as on the official website of the State Corporation “Government for Citizens”, under “Services for Citizens” → “Personal Manager Home-Visit.” Applications can also be submitted by calling the Unified Contact Center at 1414.
