When planning major purchases, many car enthusiasts and entrepreneurs only look at the dealership price tag. However, the new Tax Code of the Republic of Kazakhstan classifies high-value vehicles as excisable goods.

If you plan to buy a premium vehicle, make sure to consider the following tax requirements:

📌 What qualifies as a "high-end" vehicle?

Passenger cars with a purchase price equal to or exceeding 18,000 times the Monthly Calculation Index (MCI, effective as of January 1 of the corresponding financial year) are subject to excise duty.

📌 What are the declaration rules and deadlines?

  • Excise Tax Return: Since a calendar month is recognized as the tax period for excise tax, taxpayers are required to independently submit an excise return to the tax authority at their location.
  • Filing Deadlines: Reports must be submitted no later than the 15th day of the second month following the reporting tax period (for example, if a transaction occurs in August, the return must be filed by October 15).

📌 Universal Declaration and Proof of Income

Purchasing a vehicle valued over 18,000 MCI will inevitably raise questions regarding the legitimacy of the funds used. When submitting your annual Income and Property Declaration (Form 270.00), you will need to verify the source of funds used to cover these expenses.

Tax authorities officially utilize information from declarations and data from authorized agencies to perform comparative audits of individual income vs. expenses. As a reminder, any acquisition of property within Kazakhstan or abroad is subject to mandatory declaration if the total combined value for the reporting period exceeds 20,000 MCI.
