Results of the year: Industrial modernization and support of domestic producers as the basis for sustainable economic growth

Editorial office of the Primeminister website.kz continues a series of publications on the results of Kazakhstan's development in 2024. In his Message to the people of the country "Fair Kazakhstan: law and order, economic growth, public optimism", the Head of State instructed to strengthen measures for the full disclosure of industrial potential. Kassym-Jomart Tokayev noted a list of 17 major projects with a special focus on the development of high-value conversion.
An important point is the maximum use of domestic raw materials and components, as well as the development of related industries around large enterprises. The projects were selected within the framework of the program for economic diversification and stimulating the competitiveness of the manufacturing industry. They cover key areas such as metallurgy, chemistry, petrochemistry, automotive, tourism, agriculture and the food industry.
One of the priority areas is the automotive industry, where positive results have already been achieved. For further growth, it is important to maintain the current pace and consistently increase the level of localization of production. In the long term, state support for the automotive industry should lead to the creation of a full-fledged cluster.
Another urgent task remains the development of the petrochemical industry. Currently, major projects for the production of polypropylene and polyethylene are being implemented. New promising projects are being developed, such as the production of butadiene, carbamide and terephthalic acid. It is important that all these initiatives are focused on creating new growth points in the regions of the country.
The implementation of the planned projects will create more than 25 thousand jobs. The expected economic effect includes an increase in exports by 6 trillion tenge and a decrease in dependence on imports by 1.5 trillion tenge. All projects are aimed at stimulating the development of high-performance and innovative industries, as well as export and import substitution, which will be an important step towards sustainable economic growth.
In 2024, it is planned to introduce 180 investment projects worth almost 1.3 trillion tenge, 164 of which are in the manufacturing sector. According to the number of objects within the framework of the Unified Industrialization Map, Karaganda, Kyzylorda and Zhambyl regions are leading today, Atyrau, Karaganda and West Kazakhstan regions are in the lead in terms of investment volumes.
Manufacturing industry: key indicators
According to statistics, the manufacturing industry exceeded the raw materials sector in terms of volume, 48% versus 45%. The main growth in it is observed in several sectors at once:
Mechanical engineering: An increase of 6.9%, which was facilitated by an increase in the production of computer equipment, electrical appliances, agricultural and railway equipment.
ferrous metallurgy: The growth was 10.8%. This is the result of an increase in the production of ferroalloys, steel, flat rolled products and cast iron.
Non-ferrous metallurgy: Production increased by 4.8%, due to increased production of copper, zinc, lead and aluminum.
chemical industry: An increase of 8.4% was recorded, a significant contribution was made by an increase in the production of polypropylene and sodium bichromate.
The aggregate indicator of the manufacturing industry for the reporting period showed positive dynamics, amounting to almost 5%. Thus, there is a consistent implementation of the instructions of the Head of State to strengthen the industrial framework of the country through the development of the manufacturing sector of the economy. In addition, in order to further its growth, it was decided to provide the industry with the necessary raw materials at adequate prices. This made it possible to significantly increase the processing of aluminum and copper. This was also reflected in the growth of production of cable, aluminum wire, etc.
To reduce commodity exports, work is actively underway to implement major projects in the manufacturing industry. For example, it is planned to produce hot-briquetted iron for iron ore in Kostanay region (JSC SSGPO) and a metallurgical cluster in Pavlodar region (Mineral Product International LLP, products: ferroalloys, HBI and steel). For copper ore, it is planned to build a copper smelter in the Abai region (KAZ Minerals Smelting LLP KAZ Minerals Smelting/NFC), as well as processing raw materials from the Aidarly and Koksai deposits on the basis of Kazakhmys enterprises (Zhezkazgan and Balkhash copper smelters).
Prospects for the development of the geological industry
Kazakhstan is actively expanding cooperation with foreign partners to explore promising areas and attract investments in the geological industry. Today, the mineral resource base includes 987 deposits of solid minerals and the dynamics of their exploration remains positive.
According to the results of geological exploration in 2024, 17 deposits containing mineral reserves and resources were put on state registration:
gold – reserves of 107.5 tons, resources of 337.04 tons,
silver – reserves 1904.5 tons, resources 172087.2 tons,
copper – reserves of 4916.7 thousand tons, resources of 7796.9 thousand tons,
zinc – reserves of 2549.6 thousand tons, resources of 338.9 thousand tons,
iron ores – reserves of 128 million tons, resources of 162 million tons,
lead – reserves of 1319.5 thousand tons, resources of 64.1 thousand tons,
tungsten – reserves of 409.9 thousand tons, resources of 743 thousand tons,
chrome resources 464.1 thousand tons,
molybdenum – reserves of 14 tons, resources of 39 tons,
manganese – reserves of 794 thousand tons, resources of 1137.3 thousand tons.
Also this year, 6 hydrocarbon deposits were put on the state register for the first time:
gas – 1776.5 million m3.
As part of the implementation of the instruction of the Head of State, announced in the Address to the People of Kazakhstan in 2023, work is being carried out aimed at achieving coverage of the geological and geophysical study of the territory of Kazakhstan up to 2.2 million square kilometers by the end of 2026. The total amount of financing for 3 years is more than 20 billion tenge.
At the same time, there are results on geological exploration of areas, geological and mineragenic mapping and deep geological mapping. According to the results of these works, 60 promising sites with forecast resources for precious, non-ferrous and ferrous metals have been identified. These sites are planned to be transferred to subsurface use for further study under the exploration license.
As part of the state geological survey of the subsurface, aimed at the development of the rare earth metals industry, prospecting works are continuing at 12 sites.
To date, there is already data on the prospects of the Kuirektykol site, whose reserves are estimated at about 800 thousand tons, and the projected resources are 935.4 thousand tons of rare earth metals, including cerium and lanthanides.
In addition, in order to attract investments in the industry and increase the potential of REM, work is underway to declassify data on the balance reserves of REM, with the exception of osmium and rhenium.
There are significant prospects for the discovery of new hydrocarbon deposits in Kazakhstan.
