On December 12, Minister of Industry and Construction of the Republic of Kazakhstan Kanat Sharlapayev arrived in Semey on a working trip.
The first event was a meeting of the Minister with residents of the Abai region, which took place in the building of Alikhan Bokeikhan University. During the meeting, Kanat Sharlapayev noted the positive dynamics in the region's economy. Thus, the volume of exports of manufacturing products increased by 46% compared to last year. In addition, 2.3 billion tenge was allocated for the development of water supply and sanitation systems for the implementation of 8 projects in cities, and 3.8 billion tenge for 16 projects in rural settlements.
The issues raised by local residents related to monitoring government support in the construction industry, measures to increase the competitiveness of domestic products on the world market, as well as the shortage of qualified personnel in the industry. The Minister noted that control over the use of domestic materials is carried out by the customer, copyright and technical supervision. However, administrative liability for non-compliance with these requirements has not yet been provided. In this regard, the Ministry is working on proposals to amend the Code of Administrative Offences, which proposes to provide for liability in relation to contractors.
Kanat Sharlapayev also reported on the existing measures to support small and medium-sized businesses in industry. These include preferential loans from development institutions at 9%, leasing financing at a rate of 3% for light industry enterprises and 9% for small and medium–sized businesses, as well as reimbursement of up to 40% of modernization and accreditation costs.
The Minister stressed that new professional standards are being developed and updated to provide the industry with qualified personnel. For example, this year 13 standards were developed for such industries as mechanical engineering, metallurgy, chemical production and the construction industry. It is planned to develop 40 professional standards in 2025 and 101 in 2026.
The Minister also held a reception for citizens on personal issues. The main part of the appeals concerned housing construction in the region and support for domestic producers. The Minister listened to the appeals, provided detailed answers and gave specific instructions to representatives of the Committees of Industry and Construction and Housing and Communal Services, as well as the regional akimat.
