Рост обрабатывающей промышленности в I квартале 2026 года ожидается на уровне 6% 08.04.2026
На очередном заседании штаба по обеспечению экономического роста под председательством заместителя Премьер-министра – министра национальной экономики РК Серика Жумангарина рассмотрены прогнозные показатели социально-экономического развития за январь-март 2026 года.По предварительным данным, по итогам января-марта 2026 года в обрабатывающей промышленности ожидается рост на уровне 6%. По информации Бюро национальной статистики в ряде отраслей сохраняется устойчивая положительная динамика: легкая промышленность – 156,4%, готовых металлических изделий - 131,4%, производство мебели – 127,6%, производство строительных материалов – 127,4% и машиностроение – 115,5%. По информации Министерства транспорта, рост транспортной отрасли за отчетный период оценивается на уровне 109%. Общий объем оказанных услуг составляет 2,8 трлн тенге, что на 14,3% выше аналогичного периода прошлого года. Положительная динамика обеспечена за счет увеличения объемов перевозок. Так, общий объем перевозки грузов вырос на 7,9% и составил 290,9 млн тонн. Перевозки пассажиров всеми видами транспорта увеличились на 11,0%  – до 491,2 млн пассажиров.Грузооборот составил 153,7 млрд тонно-километров, увеличившись на 11,8%. Пассажирооборот вырос на 10,1% и достиг 22,8 млрд пассажиро-километров. По оперативным данным, за три месяца 2026 года объем перевозки грузов железнодорожным транспортом составил 78,3 млн тонн, что на 3,6% больше аналогичного периода 2025 года (+2,7 млн тонн). В разрезе сообщений: внутриреспубликанские перевозки – 40,8 млн тонн, экспорт – 22,8 млн тонн, импорт – 5,6 млн тонн, транзит – 9,1 млн тонн.В структуре экспорта отмечен рост перевозок угля, зерна, удобрений, строительных грузов, черных металлов, а также прочих грузов (в том числе комбикормов, растительного масла, асбеста). Во внутриреспубликанском сообщении увеличились перевозки угля, нефтепродуктов, зерна, химикатов.Подводя итоги заседания, Серик Жумангарин поручил отраслевым государственным органам активизировать работу по выявлению дополнительных резервов экономического роста, в том числе с использованием инструментов государственной поддержки.«Нам нужно реальное увеличение объемов производства и услуг, будь это дополнительный выпуск продукции или ввод нового жилья. Kazakhstan and Moldova Expanding Cooperation in the Consular Sphere 08.04.2026
Chisinau, April 7, 2026 – Consultations on Consular issues between Ministry of Foreign Affairs of the Republic of Kazakhstan and Ministry of Foreign Affairs of the Republic of Moldova were held.Azamat Aubekov, Director of the Consular Service Department of the Ministry of Foreign Affairs, led the delegation of the Republic of Kazakhstan. The Moldovan side was represented by Lilian Moraru, Head of the General Directorate for Consular Affairs of the MFA. Representatives from relevant government agencies of both countries also took part in the consultations.The parties highly appreciated the level of interaction and reaffirmed their readiness to further develop cooperation based on the principles of mutual trust and compliance with international law. The diplomats discussed the issues of migration policy, border management, mutual recognition of documents, digitalization of consular services, as well as providing legal assistance to citizens in accordance with international conventions. On the results of the work of the subscriber department in 2025 08.04.2026
By the end of 2025, the work of the subscriber department showed a high level of collection of payments from the public. However, the problem of accounts receivable remains relevant.During the reporting period, there was an incomplete payment from the population and enterprises, resulting in arrears in both categories.The main causes of debt are late payment, accumulation of debts by individual enterprises, as well as late provision of water meter readings.A number of measures have been taken to reduce debt. Warnings about service outages were sent to subscribers, raid measures were carried out, during which a significant number of subscribers were reached and debt collection was carried out. In addition, appeals were sent to the notary, and the cases were transferred to private bailiffs. KazAID and JICA organize Kaizen and Lean Production seminars for entrepreneurs in Talas and Bishkek 08.04.2026
In March 2026, a series of seminars on "Kaizen and Lean Production" was held in the Kyrgyz Republic with the participation of the Kazakhstan Agency for International Development (KazAID) in cooperation with the Japan International Cooperation Agency (JICA), with the support of the Kyrgyz-Japanese Center for Human Development (KRJC) and the Kazakhstan-Japan Center for Human Resources Development (KJC).The first seminar took place on March 11, 2026, in the city of Talas and brought together local entrepreneurs, business representatives, and specialists interested in introducing modern approaches to managing production and organizational processes.During the seminar, Mr. Nurlan Mukaliev, an expert from the Kazakhstan-Japan Center, presented key principles of the Kaizen philosophy and practical lean production tools aimed at optimizing business processes, reducing waste, and improving operational efficiency.The series continued with an advanced seminar held on March 12, 2026, at Techno Park in Bishkek as part of the 9th annual Hajime B-Club alumni meeting.Welcoming remarks were delivered by H.E. On March 18, 2026, KazAID held an expert webinar titled “AI Without Illusions: Types and Real-World Applications” under the Kazakhstan Cooperation Programme (KCP).The webinar attracted strong international interest, bringing together participants from Central Asian countries and beyond. Representatives from Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, and Turkmenistan joined the session, along with participants from other countries. The largest share of attendees came from Kyrgyzstan (57.1%) and Kazakhstan (28.6%), highlighting the region’s growing interest in AI adoption.The session covered both fundamental AI tools—such as summarization, analytics, and content generation—as well as advanced solutions including RAG systems, AI agents, and multi-agent models. KazAID, National Statistics Bureau and TIKA: Working Meeting on Using Mobile Data for Almaty Seminar 08.04.2026
On March 30, 2026, a working meeting took place between the Chairman of the Board of KazAID, A. Arystanov, and representatives of the National Statistics Bureau of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, and the Turkish Cooperation and Coordination Agency (TIKA).The main topic of the meeting was the implementation of a project on using mobile network operators' data for statistical purposes. The parties discussed the organizational and financial parameters of the upcoming three-day regional seminar scheduled for June this year at UN Plaza in Almaty. Holding this event contributes to promoting the UN Regional Center for Sustainable Development Goals for Central Asia and Afghanistan, established at the initiative of the Head of State K.Zh. Tokayev.During the meeting, the achievements in strengthening cooperation between the organizations and implementing joint development projects were also particularly noted. 1 of April Kazakhstan Agency for International Development «KazAID» held a working meeting with a delegation from the Institute of Development Policy (IDP) of Kyrgyzstan. The talks concluded with an agreement to advance the dialogue and begin developing specific joint projects of regional significance.KazAID was represented by Chairman of the Board A. Arystanov. On 2 April 2026, the latest “Avicenna: Healthcare” academic mobility programme was launched in Astana. Medical students from Kyrgyzstan and Tajikistan have begun a three-week training course at Astana Medical University (AMU). The programme is implemented by KazAID, Astana Medical University (AMU) and the Turkish Cooperation and Coordination Agency (TIKA).“Avicenna: Healthcare” has been running since 2024 and annually provides students from Kyrgyzstan and Tajikistan the opportunity to train under leading Kazakhstani specialists.As part of the academic mobility programme, participants gain practical knowledge in the field of modern medicine, familiarise themselves with Kazakhstani healthcare standards and protocols, and build professional networks with colleagues from the region. ASTANA HOSTED THE FIRST INTERNATIONAL LEGATHON 2026: STUDENTS FROM 13 COUNTRIES ADDRESSED THE LEGAL CHALLENGES OF THE DIGITAL ERA 08.04.2026
On 4 April in Astana, at Maqsut Narikbayev University, the International Legathon “MaxUP” 2026 – a student forum and case competition on the theme of “The Law of the Future” – came to a close. For the first time in the competition’s history, teams from 13 countries around the world were invited to take part. The Kazakh Agency for International Development KazAID is a partner of the event. Representatives from Azerbaijan, Germany, Georgia, India, Kazakhstan, Canada, China, Kyrgyzstan, Malaysia, Russia, Romania, Uzbekistan and Sri Lanka took part in the competition. For the first time in Legathon’s history, two parallel leagues were organised – in Russian and English languages– which significantly broadened the geographical scope of participants. Over 90 students from 23 teams explored the impact of technology on law, ethics and human rights as part of the Year of Digitalisation and Artificial Intelligence.The central theme of the championship was the legal regulation of digital technologies: participants developed solutions regarding AI in healthcare, the protection of rights in the online space, combating digital discrimination, autonomous transport and the metaverse. The first stage of the “Lex Fantastica” debates took place at the Astana International Financial Centre Court, with the second stage and the final held at MNU. The teams’ proposals will be drafted into regulatory documents for law-making. KazAID supports the event as a platform of international exchange of expertise among young professionals in the fields of law and high technology – in line with the agency’s priorities for promoting human capital development in partner countries.At the conclusion of the competition, the top teams in the Russian-language league were those from Al-Farabi Kazakh National University (Kazakhstan), Maqsut Narikbayev University (Kazakhstan) and the V.F. Yakovlev Ural State Law University (Russia), whilst in the English-speaking league, the best results were achieved by students from the University of Malaya (Malaysia), the Romanian-American University (Romania) and McGill University (Canada). Tokyo, April 7, 2026 – Ambassador of the Republic of Kazakhstan to Japan Yerlan Baudarbek-Kozhatayev met with Yoshinobu Tsutsui, Chairman of the Japan Business Federation (Keidanren).The Ambassador presented the Concept of Kazakhstan’s Investment Policy through 2030, approved on December 31, 2025, and briefed his counterpart on government support measures for foreign investors, including tax incentives, investment subsidies, and mechanisms to protect investors’ rights. He invited Japanese companies to participate in joint investment projects, highlighting Kazakhstan’s export opportunities and promising areas for cooperation. National Guard honors the memory of “Kazbat” warriors 08.04.2026
A flower-laying ceremony was held in Astana at the “Er esimi – el esinde” monument on the Alley of Courage, dedicated to the Day of Courage — a date established in memory of servicemen who died in the line of duty.In 1995, at the Tajik-Afghan border, 17 servicemen of the Internal Troops were killed during a combat engagement while performing border service duties. In tribute to their feat, commemorative events are held across the country annually on April 7.The ceremony was attended by the leadership of the National Guard, representatives of local executive bodies, and veterans of military and local conflicts.The event began with a minute of silence in honor of the fallen soldiers. Participants laid flowers and wreaths at the monument, paying tribute to the courage and selflessness of Kazakhstan’s servicemen.By decree of the President of the Republic of Kazakhstan, for the courage and heroism displayed in the line of duty, the 17 servicemen were posthumously awarded state honors: 5 were awarded the Order of “Aibyn” (2nd class), and 12 received the medal “For Military Valor.”Addressing the audience, Deputy Minister of Internal Affairs — Commander-in-Chief of the National Guard, Major General Ansagan Baltabekov, emphasized:“April 7 is not just a day of remembrance. It is an important date symbolizing the strength of the heroic spirit and affirming the values of patriotism. Amendments and Additions to the Laws of the Republic of Kazakhstan “On Rehabilitation and Bankruptcy” and “On the Restoration of Solvency and Bankruptcy of Citizens of the Republic of Kazakhstan” (April 8, 2026) 08.04.2026
On January 16, 2026, the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on the Regulation and Development of the Financial Market, Communications, and Bankruptcy” was signed (effective as of March 19, 2026).  This Law provides for amendments to the Laws of the Republic of Kazakhstan “On Rehabilitation and Bankruptcy” (hereinafter referred to as the Law on Bankruptcy of Legal Entities) and “On the Restoration of Solvency and Bankruptcy of Citizens of the Republic of Kazakhstan” (hereinafter referred to as the Law on Bankruptcy of Citizens).  Amendments to the Law on Bankruptcy of Legal Entities include:a revision of the calculation of the bankruptcy administrator’s additional remuneration (Article 13, Paragraph 3); the addition of the authority to remove a temporary administrator to the powers of the authorized body (Article 15, Subparagraph 3);expanding the methods for notifying creditors of a meeting of the creditors’ assembly or committee (Article 25, paragraph 1, and Article 27, paragraph 4);establishing a time limit for re-filing a petition for bankruptcy after a previous denial (Article 48, paragraph 1-1);prohibition of the application of rehabilitation proceedings in the absence of creditors other than the creditor for taxes and other mandatory payments (Article 63);clarification regarding administrative expenses payable following a further extension of the bankruptcy proceedings (Article 84, paragraph 1);granting bankruptcy administrators the right to petition the court to invalidate the re-registration of a legal entity and establishing the deadline for submitting the final report and liquidation balance sheet to the court  (subparagraph 5 of paragraph 1 and paragraph 2 of Article 89); establishing the authority of the creditors’ meeting in the case of a direct sale of the bankrupt’s property (Article 99, paragraph 6).The implementation of these legislative amendments does not require the development of subordinate regulatory legal acts. Islamabad, 7 April 2026 – The Embassy of the Republic of Kazakhstan to the Islamic Republic of Pakistan participated in the international tourism exhibition, «5th Edition of Pakistan Travel Mart (PTM) 2026», held at the Mövenpick Centaurus Hotel in Islamabad.The event was attended by representatives of the diplomatic corps accredited in Islamabad, as well as a wide range of participants from the tourism sector, including national tourism organizations, airlines, tour operators, and hotel chains from Pakistan and abroad.Within the framework of the exhibition, the Kazakhstan side organized a national stall, which presented information and promotional materials reflecting the tourism potential of Kazakhstan, including brochures, booklets, publications, etc. In addition, visitors were offered traditional Kazakh cuisine and souvenirs with traditional symbols.The participation of the Kazakhstan side attracted great interest from visitors and participants of the exhibition. Mangistau Region Department of State Revenues: Over 2 Billion Tenge in Transport Tax Remains Unpaid 08.04.2026
The Department of State Revenues for Mangistau Region reminds vehicle owners of the need to pay the transport vehicle tax.At the beginning of 2026, residents of the region were assessed transport tax for 2025 on 186,000 vehicles owned by individuals. The total amount assessed was 5.8 billion tenge.As of today, 36,600 individuals have not fulfilled their tax obligations. They have outstanding debt on 64,000 vehicles totaling more than 2 billion tenge.The deadline for voluntary payment of the 2025 transport tax expired on April 1, 2026. План по доходам госбюджета исполнен, инфляция снижается шестой месяц подряд 08.04.2026
По итогам первого квартала 2026 года фиксируется одновременное укрепление доходной части бюджета и замедление инфляционных процессов. Это во многом связано с тем, что  краткосрочный всплеск  цен, вызванный изменением ставки НДС, был абсорбирован экономикой в конце 2025 года – январе-феврале 2026-го и в настоящее время уже не оказывает влияния на инфляцию.По оперативным данным, исполнение по доходам государственного бюджета за 1 квартал 2026 года (без учета трансфертов) составило 104,4%. При плане 6 176,2 млрд тенге в бюджет поступило 6 444,9 млрд тенге, перевыполнение – 268,7 млрд тенге.По сравнению с аналогичным периодом 2025 года доходы госбюджета увеличились на 930,6 млрд тенге, или на 16,9%. Превышение планов по доходам зафиксировано как в республиканском, так и местных бюджетах. Стоит отметить, что доходы республиканского бюджета по налоговым поступлениям на 2026 год планируются в сумме 18,886 трлн тенге, что на 4,4 трлн тенге выше фактических поступлений за 2025 год.В частности, доходы республиканского бюджета исполнены на 101,8%: при плане 4 085,6 млрд тенге поступило 4 159,4 млрд тенге. Рост к прошлому году составил 26,1% (+861,8 млрд тенге). Во многом это обусловлено увеличением цен на мировых рынках  на основные экспортные товары Казахстана, ростом объемов реализации товаров и услуг, зафиксированных в системе ЭСФ за 4 квартал 2025 г., а также результатами налогового и таможенного администрирования.Налоговые поступления, формирующие основную часть доходов республиканского бюджета (98%), исполнены на 101,6%: при плане 4 012,8 млрд тенге поступило 4 077,6 млрд тенге. Рост к аналогичному периоду прошлого года составил 31,5%. При этом следует учитывать, что на январь-март 2026г. пришелся срок уплаты НДС за IV квартал 2025 года (до 25 февраля 2026 г). И, соответственно, налоговые обязательства по НДС произведены по ставке 12%.Рост обеспечен по сравнению с аналогичным периодом прошлого года по таким крупным налогам, как КПН (+16,9%), НДС на импортируемые товары (исчислен по ставке 16%) (+24,2%), налог на добычу полезных ископаемых (+35,7%).Доходы местных бюджетов исполнены на 109,3%: при плане 2 090,6 млрд тенге поступило 2 285,5 млрд тенге. Рост к прошлому году составил 3,1% (+68,8 млрд тенге).С начала года в специальном налоговом режиме для самозанятых зарегистрировано 392 тыс. физических лиц. Количество плательщиков НДС увеличилось на 10 тыс. субъектов.По итогам первого квартала сохраняется устойчивый тренд на снижение инфляции. Темп инфляции в марте замедлился до 0,6% по сравнению с 1,0–1,1% в январе–феврале. Снижение наблюдается шестой месяц подряд: после пикового значения в сентябре 2025 года (12,9%) инфляция перешла к постепенному замедлению и по итогам марта 2026 года составила 11,0%. The Government approved an investment agreement for the construction of a wood processing plant in the North Kazakhstan region 08.04.2026
The Government of Kazakhstan has approved the signing of an Investment Agreement between the Ministry of Industry and Construction of the Republic of Kazakhstan and Ultradecor Trading Kazakhstan LLP for a wood processing facility construction project in the North Kazakhstan Region. The corresponding resolution was signed by Prime Minister Olzhas Bektenov.The project, valued at 70 billion tenge, will be implemented in 2026-2028. Its launch will create at least 160 permanent jobs, expand domestic wood processing, increase finished product output, and strengthen the region's industrial potential. The plant's production capacity will be approximately 600 cubic meters of particleboard and 20 million square meters of laminated particleboard per year.The agreement stipulates the mandatory use of goods, raw materials, labor, and services from Kazakhstani manufacturers. The investor is committed to exporting at least 50% of the finished product to the domestic market. Once the plant reaches 80% of its design capacity, export volumes of domestic finished products will reach 60,000 cubic meters per year.Separate commitments to social support for the region are also included.
