Mangistau Region Department of State Revenues: Over 2 Billion Tenge in Transport Tax Remains Unpaid 08.04.2026
The Department of State Revenues for Mangistau Region reminds vehicle owners of the need to pay the transport vehicle tax.At the beginning of 2026, residents of the region were assessed transport tax for 2025 on 186,000 vehicles owned by individuals. The total amount assessed was 5.8 billion tenge.As of today, 36,600 individuals have not fulfilled their tax obligations. They have outstanding debt on 64,000 vehicles totaling more than 2 billion tenge.The deadline for voluntary payment of the 2025 transport tax expired on April 1, 2026. Starting from April 2, a penalty of 1.25 times the official refinancing rate of the National Bank of the Republic of Kazakhstan begins to accrue for each day of delay.The Department warns: further ignoring of tax obligations will lead to enforcement measures. If the debt exceeds 1 MRP (Monthly Reference Point), the debtor will be issued a tax order. If the debt is not paid within 5 working days after delivery of the order, the materials will be transferred to private judicial executors (court bailiffs).The following measures may be applied to non-payers:Arrest of bank accounts and property;Restriction on the disposal of property;In case the debt exceeds 40 MRP — temporary restriction on leaving the Republic of Kazakhstan;Recovery of costs for the services of the judicial executor (up to 25% of the debt amount).As a result, the total amount due will increase significantly due to penalties and enforcement fees.The Department of State Revenues for Mangistau Region urges vehicle owners to check for any outstanding debts and pay the tax as soon as possible. План по доходам госбюджета исполнен, инфляция снижается шестой месяц подряд 08.04.2026
По итогам первого квартала 2026 года фиксируется одновременное укрепление доходной части бюджета и замедление инфляционных процессов. Это во многом связано с тем, что  краткосрочный всплеск  цен, вызванный изменением ставки НДС, был абсорбирован экономикой в конце 2025 года – январе-феврале 2026-го и в настоящее время уже не оказывает влияния на инфляцию.По оперативным данным, исполнение по доходам государственного бюджета за 1 квартал 2026 года (без учета трансфертов) составило 104,4%. При плане 6 176,2 млрд тенге в бюджет поступило 6 444,9 млрд тенге, перевыполнение – 268,7 млрд тенге.По сравнению с аналогичным периодом 2025 года доходы госбюджета увеличились на 930,6 млрд тенге, или на 16,9%. Превышение планов по доходам зафиксировано как в республиканском, так и местных бюджетах. Стоит отметить, что доходы республиканского бюджета по налоговым поступлениям на 2026 год планируются в сумме 18,886 трлн тенге, что на 4,4 трлн тенге выше фактических поступлений за 2025 год.В частности, доходы республиканского бюджета исполнены на 101,8%: при плане 4 085,6 млрд тенге поступило 4 159,4 млрд тенге. Рост к прошлому году составил 26,1% (+861,8 млрд тенге). Во многом это обусловлено увеличением цен на мировых рынках  на основные экспортные товары Казахстана, ростом объемов реализации товаров и услуг, зафиксированных в системе ЭСФ за 4 квартал 2025 г., а также результатами налогового и таможенного администрирования.Налоговые поступления, формирующие основную часть доходов республиканского бюджета (98%), исполнены на 101,6%: при плане 4 012,8 млрд тенге поступило 4 077,6 млрд тенге. Рост к аналогичному периоду прошлого года составил 31,5%. При этом следует учитывать, что на январь-март 2026г. пришелся срок уплаты НДС за IV квартал 2025 года (до 25 февраля 2026 г). И, соответственно, налоговые обязательства по НДС произведены по ставке 12%.Рост обеспечен по сравнению с аналогичным периодом прошлого года по таким крупным налогам, как КПН (+16,9%), НДС на импортируемые товары (исчислен по ставке 16%) (+24,2%), налог на добычу полезных ископаемых (+35,7%).Доходы местных бюджетов исполнены на 109,3%: при плане 2 090,6 млрд тенге поступило 2 285,5 млрд тенге. Рост к прошлому году составил 3,1% (+68,8 млрд тенге).С начала года в специальном налоговом режиме для самозанятых зарегистрировано 392 тыс. физических лиц. Количество плательщиков НДС увеличилось на 10 тыс. субъектов.По итогам первого квартала сохраняется устойчивый тренд на снижение инфляции. Темп инфляции в марте замедлился до 0,6% по сравнению с 1,0–1,1% в январе–феврале. Снижение наблюдается шестой месяц подряд: после пикового значения в сентябре 2025 года (12,9%) инфляция перешла к постепенному замедлению и по итогам марта 2026 года составила 11,0%. The Government approved an investment agreement for the construction of a wood processing plant in the North Kazakhstan region 08.04.2026
The Government of Kazakhstan has approved the signing of an Investment Agreement between the Ministry of Industry and Construction of the Republic of Kazakhstan and Ultradecor Trading Kazakhstan LLP for a wood processing facility construction project in the North Kazakhstan Region. The corresponding resolution was signed by Prime Minister Olzhas Bektenov.The project, valued at 70 billion tenge, will be implemented in 2026-2028. Its launch will create at least 160 permanent jobs, expand domestic wood processing, increase finished product output, and strengthen the region's industrial potential. The plant's production capacity will be approximately 600 cubic meters of particleboard and 20 million square meters of laminated particleboard per year.The agreement stipulates the mandatory use of goods, raw materials, labor, and services from Kazakhstani manufacturers. The investor is committed to exporting at least 50% of the finished product to the domestic market. Once the plant reaches 80% of its design capacity, export volumes of domestic finished products will reach 60,000 cubic meters per year.Separate commitments to social support for the region are also included. The cleanup covered the area from the 1st turn of the Besshoky residential area in Mangistau village to the Flour Mill. Key Results in the Industrial Development of the East Kazakhstan Region 08.04.2026
The industrial sector of the East Kazakhstan Region continues to remain a key driver of the regional economy, accounting for about 42% of the gross regional product. At the end of 2025, the region ranked third in the country with a 9.6% share, уступив only the Karaganda and Almaty regions.Industrial growth continues: by the end of 2025, the volume of industrial output in current prices increased by 26% to 3.3 trillion tenge, of which 88% comes from the manufacturing sector (3.0 trillion tenge). This indicates an ongoing structural shift toward deeper processing of raw materials and higher value-added production.The foundation of the region’s industry consists of metallurgy (69%), the chemical industry (13%), food production (10%), and mechanical engineering (4%).Last year, 99.7 billion tenge was invested in manufacturing, while                     87.5 billion tenge was invested in mining and quarrying.Over the past three years, employment in the manufacturing sector has increased by 11%, from 42.3 thousand to 46.9 thousand people. The number of active enterprises has also grown by 6%, reaching 769 units, including 716 small, 30 medium, and 23 large enterprises.Exports of manufacturing products have increased 1.4 times over the past five years, reaching 2.7 billion US dollars. In the first 11 months of 2025, export volume amounted to 2.4 billion US dollars.The region’s key foreign trade partners remain Russia (25%), China (24.3%), Kyrgyzstan (10.2%), Turkey (7.6%), Uzbekistan (4%), and Mexico (4%).The export structure is traditionally dominated by metals and metal products, accounting for 64.9%. A significant share is also held by agricultural products and processed food (14%). Machinery, equipment, instruments, and apparatus account for 3.7% of exports.Thus, the region maintains its export-oriented profile with a dominance of metallurgical products, while gradually expanding its product range and geography of external markets.At the same time, digitalization of the industry is intensifying. Over the past five years, the share of large and medium-sized enterprises implementing digital technologies has more than doubled—from 6.7% in 2019 to 13.7% in 2024.Labor productivity has also shown significant growth: since 2018, it has increased 2.1 times, reaching 69.9 thousand US dollars per employee.Leaders of digital transformation are systemically important enterprises of the mining and metallurgical complex. Production facilities are actively upgrading equipment, introducing modern CNC machines, robotic systems, and automated quality control. This improves efficiency and reduces production costs.Among the implemented initiatives is the construction of a contact apparatus at the Ridder Metallurgical Complex of Kazzinc LLP. The project included installation of key technological equipment, including heat exchangers and gas ducts.At Ulba Metallurgical Plant JSC, modern CNC equipment for beryllium production was acquired, expanding technological capabilities and enabling the production of complex-shaped изделий.Within the Kazzinc group, a unified digital infrastructure project was implemented, including centralized IT services, standardized workplaces, and development of data processing centers. This improved information security and management of production processes.Currently, several major modernization projects are being implemented in the region. These include upgrading foundry production at Vostokmashzavod JSC, reconstruction of gas-cleaning equipment at Kazzinc enterprises, and the introduction of modern filtration systems.Significant modernization has also been carried out at Ust-Kamenogorsk Valve Plant JSC, where upgraded production capacities have improved product quality and competitiveness.Modernization of the woodworking industry continues, including the reconstruction of a particleboard plant in Ust-Kamenogorsk. At the same time, technical re-equipment of uranium production is underway at the Ulba Metallurgical Plant, including installation of modern pressing equipment.Import substitution efforts are also ongoing. Accidents on heating networks in the region decreased by 6 times 08.04.2026
A meeting of the regional akimat on the issues of the progress and completion of the heating season was held under the chairmanship of the Akim of the Kostanay Region, Kumar Aksakalov.The Head of State has repeatedly instructed to ensure the uninterrupted progress of the heating season. In our region, it is proceeding as planned and is nearing completion. No major accidents have been recorded. This is undoubtedly the result of repair work carried out in advance last summer.Significant funds are allocated annually for the modernization of heat supply facilities and engineering infrastructure. As a result, the number of accidents on heating networks in the region has decreased 6 times — from 830 in the 2022–2023 heating season to 134 in the current one.The President of the country set the task to reduce the wear and tear of heating networks to 42% by the end of 2029. In 2022–2025, we managed to reduce this indicator from 50% to 43%."Another important issue is tariffs. People should pay a fair price for the heat, water, and electricity they consume. This is possible through the installation of modern metering devices with remote data transmission functionality. Such devices allow for accurate accounting of consumption volumes and ensure transparency in calculations. The implementation of automated meters is growing: if in 2023 they were installed in 433 houses, then in 2025 — already in 1,132 houses, an increase of 3 times. Metering devices allow for savings through consumption regulation. Now, with the onset of warm spring weather, residents open their windows, and heat escapes outside. At the same time, they continue to pay for heating in full. This is not right. Our task is to more actively install heat metering units with the participation of our enterprises and local manufacturers. Such devices are already successfully operating in the region," noted the head of the region.In the current heating season, savings in one apartment building amounted to 890 thousand tenge — these are funds that remain with our citizens. Dear residents of the region!The flood season in our region has concluded.In this regard, I would like to particularly highlight the coordinated work of all authorized bodies. Thanks to the timely measures taken, populated areas were protected from meltwater. We did not allow a single residential house to be flooded. All necessary measures were taken. No emergency situations were registered. Protective engineering structures were implemented in advance:- In 92 populated areas, 32 protective embankments with a total length of 54 km were built and reinforced;- 38 water culverts were installed;- 78 km of storm sewer were cleaned;- Snow was cleared from more than 1,600 private house yards across the region.Over 3,600 people and more than 500 pieces of equipment were involved in carrying out these works. Hydrological posts operated around the clock on the rivers, maintaining constant monitoring of water levels.Thus, the period associated with the threat of flooding in the Kostanay region passed in a routine manner. A new digital accreditation system is being developed in Kazakhstan 08.04.2026
An open accreditation system is being formed in Kazakhstan, based on transparency and digitalization as key tools for increasing efficiency, as previously noted by the Head of State Kassym-Jomart Kemeluly Tokayev.The new digital mechanism will cover key market participants, including laboratories, certification bodies, and other organizations within the accreditation system. The new format allows for remote assessments, making procedures faster, simpler, and more transparent, reducing unnecessary formalities and eliminating corruption risks even under movement restrictions, including floods and quarantine.According to Iskander Khamitov, General Director of the RSE "National Accreditation Center" of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan, the remote format removes unnecessary barriers: procedures that previously required travel and personal presence are now available online using digital tools.It is important to note that the remote format is available only for scheduled assessments and organizations meeting established criteria. Initial accreditations, re-registrations, relocation, or expansion of activities will still require on-site visits by expert groups.The implementation of the mechanism will be phased. In 2026, a pilot launch will begin for approximately 300 entities: the first assessments will be conducted with on-site visits by technical experts and under their supervision.
