A set of measures is being consistently implemented in the region to develop industrial potential and form a modern full-cycle engineering cluster. The key priority is to attract investments, launch high-tech industries and create new jobs.In 2024, one of the most significant projects in the field of mechanical engineering was launched in the region — the KamLitKZ iron foundry LLP. The volume of investments amounted to 78.2 billion tenge. The production capacity of the enterprise reaches up to 45 thousand tons of castings per year, 500 permanent jobs have been created. The launch of this plant was an important step in the development of the local component base and the strengthening of industrial cooperation.Major projects in 2025This year, 5 investment projects totaling 312.1 billion tenge are being implemented in the region. One of the most significant is the KIA plant with an investment volume of 131.5 billion tenge and a design capacity of up to 70 thousand cars per year.On October 21, during a teleconference, the President of the Republic of Kazakhstan officially launched the production of cars. The plant's production facilities allow it to produce up to 13 KIA brand car models. At the first stage, it is planned to produce three models: Sorento (MQ4), Sportage (NQ5) and Cerato. The project has created 1,500 jobs.The launch of the automobile plant will increase the volume of the manufacturing industry in the region by 46.5%, which will have a significant impact on the economic development of the region.Development of the component baseThis year, KamLitKZ LLP is implementing two more large-scale projects. Preparations are being completed for the launch of factories for the production of truck drive axles, as well as for the localization of beam production. The total investment volume for these projects is 160.5 billion tenge, 650 jobs will be created.In addition, it is planned to put into operation a plant of automotive components for passenger cars by the end of the year. Investments will amount to 17.8 billion tenge, the design capacity is 60 thousand components per year, the number of jobs created is 800.Transport and logistics infrastructureThe construction of a transport and logistics complex with an investment volume of 63.8 billion tenge is in full swing. The design capacity of the complex will be 400 thousand containers per year or more than 11 million tons of cargo.Taking into account the introduction of large industrial and agro-industrial projects, the importance of the transport and logistics complex cannot be overestimated. It will become a key element in ensuring uninterrupted supplies of raw materials and finished products, as well as allow for the development of transit transportation. Transshipment of transit cargoes from one mode of transport to another is envisaged, including unloading, temporary storage and preparation for further transportation. With the opening of this international complex, the volume of cargo transportation will increase by 20%.Staffing of industrial projectsThe implementation of all industrial projects requires the availability of qualified engineering and technical personnel. In this regard, universities and colleges in the region are already expanding their curricula and training specialists in modern engineering areas.Today, from 55 to 70% of workers in new industries are young people, graduates of domestic colleges and universities. Optimization of tax reporting processes from 2026Dear taxpayers!The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan informs about the introduction of new norms within the Tax Code concerning tax reporting issues. The changes will come into force from 2026.One of the key innovations is the optimization of administration processes. In case a taxpayer fails to submit tax reporting within the established deadline, the information system will automatically generate reporting with zero indicators (the accrued tax amount is equal to zero).Advantages of this approach:- Issuance of notices for non-submission of reporting is eliminated.- No orders will be issued to suspend debit transactions on bank accounts.- Administrative liability under Article 272 of the Code of Administrative Offenses of the Republic of Kazakhstan is excluded, which significantly reduces administrative measures against businesses.Important condition:Automatic reporting is possible only if the taxpayer's file in the “Personal Cabinet” (KNP ISNA) has pre-determined forms of tax reporting to be submitted. If the forms are not specified in the dossier, the system will not be able to generate reports.In this regard, we recommend that taxpayers update the information in their file in advance to ensure the correct operation of the automated system. Another stage of professional skills enhancement for flight personnel has been completed at military unit 3656 of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. In accordance with the 2025 Plan of Key Activities of the Main Command of the National Guard, training and methodological assemblies were organized and conducted in a number of regions across the country.The training sessions were held at airport bases in the cities of Astana, Kokshetau, Atyrau, Kostanay, and Aktobe. This geographical coverage made it possible to comprehensively practice missions under various meteorological conditions and at different types of airfields, which is an important element of the integrated training of aviation units of the law enforcement forces.During the assemblies, National Guard servicemembers improved their route flight skills, practiced crew coordination, aircraft control in complex situations, and actions in response to emergency scenarios. Particular attention was paid to strict compliance with flight safety requirements and to enhancing the level of professional proficiency of each servicemember.The conducted activities made it possible to assess the pilots’ level of readiness, identify strengths, and determine areas for further improvement of training. Double Anniversary Celebrated by the National Guard Orchestras 15.12.2025
The current year has become a special one for the orchestras of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan. Two significant anniversaries coincided this year: the 10th anniversary of the Military Orchestral Center of the National Guard and the 60th anniversary of the orchestra of military unit 5573.Over the years of independence, the military orchestral service has reached a qualitatively new level. The establishment of the Military Orchestral Center of the National Guard in 2015 became a powerful impetus for the development of this field. Today, the National Guard includes 17 military orchestras that harmoniously combine art and military discipline. More than 320 professional musicians—officers and contract servicemembers—serve in these ensembles, making a valuable contribution to the common mission. The Military Orchestral Center is currently headed by Major Olzhas Kudaikulov.A special place within this large structure is occupied by the orchestra of military unit 5573—a collective with a rich history and a distinguished past. With more than half a century of history, the orchestra has for 60 years worthily represented the law enforcement forces both on parade grounds and at major concert venues, enhancing their authority through the power of musical art.“In every march performed by this orchestra, one can feel the breath of history; in every ceremonial piece—the spirit of today’s servicemember; and in every concert—confidence in the future. The Department of State Revenue for the Mangystau region recalls the need to obtain permits in advance when moving specific goods.Control of specific goods in the Republic of Kazakhstan is regulated by the Law of the Republic of Kazakhstan "On Control of Specific Goods" (hereinafter - the Law). The XXVI Meeting of the Working Group on State Audit Standards of the CIS Member States Was Held 15.12.2025
The Supreme Audit Chamber conducted the XXVI meeting of the Working Group on the development of state audit (financial control) standards for the Supreme Audit Institutions (SAIs) of the CIS member states in a videoconference format, with participation of representatives of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan.During the meeting, reviews of methodological approaches to environmental auditing (by SAI Kazakhstan) and audit sampling in compliance audits (SAI Russia) were presented.The meeting approved the Working Group’s Action Plan for 2026, which provides for the development of two methodological guidelines:– on monitoring the implementation of recommendations prepared by the Supreme Audit Institutions of the CIS member states based on the results of joint and/or parallel control and/or expert-analytical activities;– on defining audit priorities.In addition, the plan includes the discussion of brief reviews of practices and approaches applied by SAIs in the following areas: developing and enhancing the motivation of state auditors; conducting sociological surveys for the purposes of external state audit; digital transformation of state audit processes; quality management within SAIs; as well as practices in applying state audit methodology that have had a positive impact on the socio-economic development of society and the state. Yerkebayev Timur Askarovich was appointed head of the Syrdarya district emergency department. Timur Askarovich was born in 1987 in Kyzylorda region. In 2010, he graduated from the Kokshetau Technical Institute of the Ministry of emergency situations with a degree in fire safety engineer. He started his career in 2010-2012 as a senior engineer in the Department of Emergency Situations of Mangystau region. In different years, he worked as a senior engineer in the Emergency Department of Syrdarya District, Chief Specialist of the Emergency Prevention Department of the Department of emergency situations of Kyzylorda region. В рамках исполнения Общенационального плана мероприятий по реализации Послания Главы государства народу «Казахстан в эпоху искусственного интеллекта: актуальные задачи и их решения через цифровую трансформацию» Правительство совместно с ЕБРР проводят глубокую диагностику компаний, оценивают их инвестиционный потенциал и разрабатывают индивидуальные планы роста. Уже начата работа с 20 предприятиями, а до 2030 года число участников программы достигнет не менее 70 — это формирует сильный слой компаний, готовых к росту.В стране идет перезагрузка регулирования бизнеса. По принципу «регулирования с чистого листа» пересматриваются требования, убираются устаревшие нормы и обновляется система госконтроля. В результате в Казахстане значительно упрощаются условия для ведения бизнеса.В текущем году запущена программа льготного финансирования «Өрлеу». Более 1 700 проектов профинансировано на сумму 482 млрд тенге, что подтверждает высокий спрос и эффективность данного инструмента. На базе Фонда «Даму» созданы два гарантийных фонда, которые расширяют доступ предпринимателей к финансированию:Гарантийный фонд - 1 выдает гарантии портфельным методом, кредитование производится через банки второго уровня по проектам с суммой финансирования до 7 млрд тенге. На текущий момент фонд поддержал 2 384 проекта на сумму 417,7 млрд тенге, предоставив гарантий на 229,9 млрд тенге;Гарантийный фонд - 2 ориентирован на крупные инвестиционные и инфраструктурные проекты. По ГФ-2 уже реализован первый крупный проект стоимостью 7,1 млрд тенге, обеспечив гарантией на 2,8 млрд тенге. Еще один проект на стадии подписания.В дальнейшем планируется переход к более адресной и точечной поддержке с учетом отраслевых и региональных особенностей, что позволит эффективнее раскрывать потенциал разных сегментов бизнеса.Таким образом, поддержка предпринимательства развивается непрерывно и охватывает все стадии — от появления идеи до масштабирования.
