Roundtable with Hungarian Journalists and Experts Held in Budapest Ahead of Kazakhstan’s Independence Day 15.12.2025

Special emphasis was placed on the planned transition to a unicameral Parliament, which is expected to be submitted for a nationwide referendum in 2027. Efforts to create a comfortable living environment for residents are ongoing in the settlement of Zhosaly. 15.12.2025
In accordance with the Decree of the Head of State, the meetings of the district akim and rural district akims with local residents were concluded today in Zhosaly settlement. During the meeting, District Akim Zhandos Erkinbek reported to the public on the work carried out in the second half of 2025 and outlined the progress of several development projects.This year, within the framework of the “Auyl – El Besigi” program, the major renovation of M. Shyngysov Street was fully completed, while major repair works on N. Nakypov Street are ongoing with funding from the regional budget. In addition, Altynasar Street underwent medium-level repairs and has been put into operation.Landscaping and improvement of the settlement remain a key priority. In 2025, a children’s playground and a football field were built on M. Kudabayev and I. Musirbayev Streets and handed over for public use. A total of 58.4 million tenge was allocated for these purposes. At the request of residents, construction of a new playground worth 14.8 million tenge is currently underway on S. Kshenov Street. Furthermore, routine repair works were carried out on previously built playgrounds, improving their safety standards.Significant work has also been completed on the construction of pedestrian pathways. New sidewalks were built on N. Baizakty, T. Ryskulov, and E. Seksenbayev Streets. Currently, construction is underway on pedestrian paths along M. Shokay and U. Tomanov Streets with funding of 69.7 million tenge, as well as on Kh. Zhomartov Street, for which 22.3 million tenge has been allocated.At present, the level of night-time street lighting coverage in Zhosaly settlement has reached 86 percent. In addition, as part of the “Taza Kazakhstan” environmental campaign, regular community clean-up activities are being held, and systematic sanitation work is being carried out across the settlement.The meeting with residents was also broadcast live on social media, during which questions from viewers were addressed. The Astana Development Plan for 2026–2030 Was Approved by the City Maslikhat 15.12.2025
Today, at a meeting of the city maslikhat, the Astana Development Plan for 2026–2030 was approved. Deputy Akim of the city, Yevgeniy Glotov, presented the deputies with a comprehensive plan developed in accordance with the Law on Local Public Administration and Self-Government and the National Development Plan of the Republic of Kazakhstan until 2029.The Development Plan outlines three key priorities:A Competitive City — attracting investment, creating a favorable business environment, and improving the quality of life for residents.Human Capital Development — enhancing education and healthcare systems and supporting citizens’ professional growth.A Comfortable Urban Environment — improving environmental conditions and creating a safe and convenient urban space.The plan places particular emphasis on the development of key economic clusters in Astana, including industry, the transport and logistics sector, fintech, and IT. It envisages a further increase in their share of the city’s Gross Regional Product (GRP).By 2030, the following key targets are planned to be achieved: doubling the GRP to 30 trillion tenge, attracting 26.3 trillion tenge in investments, increasing exports of manufactured products to USD 6.7 billion, and boosting the annual tourist flow to 2.8 million people.In addition, the plan includes indicators for increasing labor productivity, developing small and medium-sized enterprises, and promoting innovation. In the area of human capital development, priority will be given to improving education levels, enhancing the efficiency of medical care, and increasing the targeting of social support. In education, it is planned to bring school infrastructure comfort and the quality of instruction up to international standards. In healthcare, the expansion of the network of medical institutions and the introduction of innovative treatment methods are envisaged. In the social protection sector, requirements for the quality of special social services and the creation of an inclusive environment will be strengthened.In shaping a comfortable urban environment, issues related to transport, energy, utilities, architecture, construction, and ecology are taken into account. At the beginning of his speech, Kassym-Jomart Tokayev congratulated the National Leader of the Turkmen people, Gurbanguly Berdymukhamedov, and President Serdar Berdymukhamedov on the 30th anniversary of Turkmenistan's permanent neutrality. The Head of State emphasized that the country's political course has made a significant contribution to the stability and sustainable development across the vast Eurasian continent. According to him, the proposals made during the forum are aimed at demonstrating in a new way the positive significance of neutrality in the 21st century.The President of Kazakhstan stressed that Turkmenistan's positive neutrality harmoniously fits into the centuries-old cultural traditions and spiritual values of the Turkmen people."As the founder of Turkmen classical literature, the prominent thinker Makhtumkuli Fragi, once said, 'Where there is peace, the state grows stronger; where there is justice, trust grows.' The ideas of the great humanist Makhtumkuli essentially represent a unique worldview concept, the relevance of which in the current complex international realities is unquestionable," stated Kassym-Jomart Tokayev.The Head of State highlighted the particular significance of Ashgabat's initiative to proclaim the International Year of Peace and Trust, which was supported by the United Nations General Assembly. The President stated that Kazakhstan had joined this important resolution because peace and trust are fundamental elements of Kazakhstan's foreign policy strategy."Despite the successes in resolving certain conflicts, the overall situation in the world remains extremely tense. There is a deficit of such critically important factors as mutual trust, tolerance, and the understanding of the importance of peace and cooperation for sustainable development. It is also with great regret that we must note the erosion of international law, its substitution with certain rules, and, of course, the decline in the authority and effectiveness of multilateral institutions, particularly the United Nations. Without restoring the strategic balance and building a just world order, international stability and security may remain merely a figure of speech or a good wish in negotiations and resolutions of multilateral forums. Therefore, Kazakhstan advocates for the reform of the United Nations, including the expansion of the Security Council and strengthening the role of the General Assembly. Within the framework of the 80th session of the General Assembly, I proposed the creation of a 'group of like-minded countries' to prepare specific proposals for reforming the UN system," said Kassym-Jomart Tokayev.The President of Kazakhstan emphasized the importance of major powers demonstrating political will and calling on UN member states to engage in a large-scale dialogue. Kassym-Jomart Tokayev also mentioned that Kazakhstan supports the initiative put forward today by the President of Turkmenistan regarding the establishment of a United Nations University for Peace and Neutrality."It is now clear that a just and sustainable world order will become a reality only when narratives of inevitable global confrontation, and even nuclear war, are rejected. Instead of militaristic rhetoric, the language of peace, trust, and cooperation must prevail. In this regard, Kazakhstan welcomes the intensification of the negotiation process on the Ukrainian conflict. Following the meeting between the Presidents of Russia and the United States in Anchorage, the main provisions of the peace pact are actively being discussed, which indicates the emergence of an opportunity to achieve the long-awaited peace," noted the Head of State.Kassym-Jomart Tokayev then expressed his support for the resolution of conflicts in other regions."We welcome the signing of agreements concerning the Middle East situation. Kazakhstan's decision to join the Abraham Accords is driven by the desire to contribute to the stabilization of the situation in this region. At the same time, Kazakhstan advocates for the creation of a sovereign Palestinian state as a key factor in resolving this truly protracted military-political crisis. In our view, the signing of the Joint Declaration on Peace by Azerbaijan and Armenia is of historical significance, as it opens up broad prospects for multifaceted cooperation both within the region and beyond. We hope for the swift conclusion of a comprehensive peace treaty that guarantees stability in the South Caucasus," he said.On the issue of ensuring regional security, the President of Kazakhstan emphasized the necessity of continuing support for Afghanistan."An important platform for coordinating cooperation in this regard is the United Nations Regional Center for Sustainable Development Goals for Central Asian countries and Afghanistan, established in Almaty. The Conference on Interaction and Confidence-Building Measures in Asia plays an active role in strengthening stability and security, and this forum has proven its political relevance. We thank our friends for supporting the activities of this forum, including transforming the CICA into a full-fledged international institution," he noted.As Kassym-Jomart Tokayev noted, Kazakhstan places special emphasis on strengthening interfaith, interethnic, and intercultural dialogue. He reminded that Kazakhstan has been regularly holding congresses of world and traditional religious leaders for more than twenty years."At the recent 8th Congress in Astana, Kazakhstan presented an initiative called the 'Movement for Peace.' This is essentially a call to end military violence and seek peaceful solutions in the spirit of collective responsibility for future generations. Kazakhstan will actively participate in the activities of the Shanghai Cooperation Organization (SCO) – an authoritative and successful Eurasian organization with a multifaceted constructive agenda, including issues of security and confidence-building measures. The key condition for global progress and stability is sustainable socio-economic development. The world economy, due to rising geopolitical tensions, international sanctions, disruptions in trade supply chains, technological competition, and many other factors, is facing the most serious challenges. The global economy is slowing down. Fortunately, Central Asia is being bypassed by stagnation, and all countries in the region are demonstrating relatively confident growth. For example, Kazakhstan's economic growth this year will exceed 6%, and the GDP will surpass 300 billion dollars. On a per capita basis, this is more than 15 thousand dollars," he said.The President observed that the countries of Central Asia are actively enhancing their transit and transport potential, aimed at strengthening connectivity between the East and West, North and South. He shared that Kazakhstan is giving due importance to the development of the Trans-Caspian International Transport Route, modernizing its railway, port, and road infrastructure with the goal of creating a "seamless" transport system. The Head of State emphasized Kazakhstan's active participation in developing a Comprehensive Strategy for the Development of the Transport System in Central Asia.According to the Head of State, ensuring water security requires particular attention."In the face of the growing water shortage, its conservation and rational use have already become a strategic, indeed vital priority for our country and, I believe, for other states in the region. The issues of transboundary water use, as well as the ecological state of the Aral and Caspian Seas, require urgent solutions and measures. In our view, through joint efforts based on mutual compromises, the effectiveness of the International Fund for Saving the Aral Sea could be enhanced. This would be facilitated by inviting Russia to become an observer member of the Fund. As for the Caspian, with the current rates of shallowing, this dangerous process could become irreversible, which would inevitably trigger a chain reaction of ecological, socio-economic, and even political consequences. Kazakhstan has proposed the development of a special Intergovernmental Program aimed at preventing the destruction of the ecosystem and the shallowing of the Caspian Sea. We call on the global community to support our efforts to preserve this unique water body," said the President.Kassym-Jomart Tokayev believes that the development of global water diplomacy requires close interstate coordination."There is no specialized structure within the UN that focuses solely on water issues. Therefore, Kazakhstan proposes the creation of an International Water Organization that could consolidate all existing mandates from various UN organizations. An optimal option might be to transform the interagency mechanism UN-Water into a fully specialized agency or organization within the UN. The implementation of this initiative fully aligns with the UN's sustainable development goals and, of course, serves the interests of the entire international community. In April next year, Astana will host the Regional Environmental Summit, where Kazakhstan intends to initiate international consultations on the creation of a global water organization. The key priority is to attract investments, launch high-tech industries and create new jobs.In 2024, one of the most significant projects in the field of mechanical engineering was launched in the region — the KamLitKZ iron foundry LLP. The volume of investments amounted to 78.2 billion tenge. The production capacity of the enterprise reaches up to 45 thousand tons of castings per year, 500 permanent jobs have been created. The launch of this plant was an important step in the development of the local component base and the strengthening of industrial cooperation.Major projects in 2025This year, 5 investment projects totaling 312.1 billion tenge are being implemented in the region. One of the most significant is the KIA plant with an investment volume of 131.5 billion tenge and a design capacity of up to 70 thousand cars per year.On October 21, during a teleconference, the President of the Republic of Kazakhstan officially launched the production of cars. The plant's production facilities allow it to produce up to 13 KIA brand car models. At the first stage, it is planned to produce three models: Sorento (MQ4), Sportage (NQ5) and Cerato. The project has created 1,500 jobs.The launch of the automobile plant will increase the volume of the manufacturing industry in the region by 46.5%, which will have a significant impact on the economic development of the region.Development of the component baseThis year, KamLitKZ LLP is implementing two more large-scale projects. Preparations are being completed for the launch of factories for the production of truck drive axles, as well as for the localization of beam production. The total investment volume for these projects is 160.5 billion tenge, 650 jobs will be created.In addition, it is planned to put into operation a plant of automotive components for passenger cars by the end of the year. Investments will amount to 17.8 billion tenge, the design capacity is 60 thousand components per year, the number of jobs created is 800.Transport and logistics infrastructureThe construction of a transport and logistics complex with an investment volume of 63.8 billion tenge is in full swing. The design capacity of the complex will be 400 thousand containers per year or more than 11 million tons of cargo.Taking into account the introduction of large industrial and agro-industrial projects, the importance of the transport and logistics complex cannot be overestimated. It will become a key element in ensuring uninterrupted supplies of raw materials and finished products, as well as allow for the development of transit transportation. Transshipment of transit cargoes from one mode of transport to another is envisaged, including unloading, temporary storage and preparation for further transportation. With the opening of this international complex, the volume of cargo transportation will increase by 20%.Staffing of industrial projectsThe implementation of all industrial projects requires the availability of qualified engineering and technical personnel. In this regard, universities and colleges in the region are already expanding their curricula and training specialists in modern engineering areas.Today, from 55 to 70% of workers in new industries are young people, graduates of domestic colleges and universities.
