В Жамбылской области началось строительство нового химического завода по производству цианида натрия 27.11.2025
В Жамбылской области стартовало строительство крупного химического предприятия, которое станет одним из ключевых объектов в развитии химической и обрабатывающей промышленности Казахстана. Ввод завода в эксплуатацию запланирован на март 2027 года.Новый производственный комплекс будет выпускать до 25 тысяч тонн цианида натрия в год, полностью покрывая потребности внутреннего рынка и создавая значительный экспортный потенциал. Продукция предприятия, строительство которого ведётся на территории СЭЗ «Химпарк Тараз», будет поставляться не только на казахстанский рынок, но и в Узбекистан, Кыргызстан, Таджикистан и Монголию. Реализация проекта позволит существенно укрепить химическую отрасль страны и даст импульс развитию ряда смежных направлений, включая расширение внутреннего рынка на аммиак и каустическую соду примерно на 50%. Важным эффектом станет создание новых рабочих мест - 108 постоянных и около 200 временных на этапе строительства. Прогнозируемые ежегодные налоговые поступления в бюджет составят около 500 млн тенге, обеспечивая дополнительный вклад в социально-экономическое развитие региона.Инвестиционный проект реализуется ТОО «Altynalmas Reagents». Значимым итогом проекта станет создание устойчивой производственной цепочки для нужд горнодобывающей промышленности Казахстана и Центральной Азии, где спрос на продукцию предприятию продолжает стремительно расти.Финансирование строительства обеспечивается АО «Банк Развития Казахстана», дочерней организацией холдинга «Байтерек». В сентябре прошлого года БРК и ТОО заключили соглашение о предоставлении кредитной линии, а в мае текущего года открыто финансирование проекта. A CITY OF BOOKS: A NEW CULTURE IS ESTABLISHING IN SHYMKENT 26.11.2025
The "Book-Reading Nation" project, aimed at implementing the concept of Head of State Kassym-Jomart Tokayev on the formation of a mass reading culture, is being implemented with particular momentum in the city of Shymkent. 66,000 people are participating in the project across the city. Including: 26,099 pupils, 18,233 students, 6,114 teachers, 15,510 families, and 546 civil servants. A truly intellectual environment has been created among the project participants, and reading books has become a daily habit. Mametova: "What I like about the book is its connection with life. Through each work, I began to gain the necessary thoughts for myself and to understand more deeply what kind of person I want to be in the future. The choices of the characters show the importance of making the right decisions in life. I am currently reading M. Magauin's "The Death of the Greyhound". This book contains deep thoughts such as honesty, morality, and harmony with nature. Before that, I read Sh. Murtaza's "Black Pearl" - it reflects the issues of labor, human destiny, and responsibility. Also, D. Isabekov's story "Dermene" highlights the importance of family, tradition, and choice in human life." Shayakhmet Balkerim, a 10th grade student at Dostyq High School: "I have developed a habit of reading books systematically, and my interest in learning something new every day has increased. I am currently reading the book "Kanysh and the Scientific Front". This work shows the perseverance of great figures like Kanysh Satpayev in the path of science, the great importance of work and service to the country." Students' perspective: Saltanat Azamatovna, 2nd year student of Zh. Tashenov University: "Each book presented within the project has a lot to offer students. Through the classic works of Kazakh literature, I have gained a deep understanding of national spirituality and moral values. Motivational works teach me to develop myself, use my time effectively, and strive for goals." Bekarys Abylaikhanuly, a 2nd year student at M. Auezov South Kazakhstan University: "The benefit of this project is that it contributes to the spiritual development of the younger generation, increasing respect for language and culture. Therefore, I want this project to continue in the coming years and consider it part of the rejuvenation of our country." Aruzhan Sarimsak, 4th year student of Bolashak Higher College: "I am currently reading Dale Carnegie's "The Art of Public Speaking." This book helps you develop fluency in public speaking, confidence, and communication skills. It also contributes to personal self-improvement and effective communication with society." The "Reading Nation" project is increasing interest in reading in Shymkent. Project participants are gaining new knowledge, expanding their horizons, and accepting books as an important part of everyday life. This initiative gives young people and families an opportunity to think, gain self-confidence, and gain new experiences." In Shymkent, a project to improve the Koshkar Ata River is actively underway, aimed at improving the environment and creating a comfortable public space for residents. This initiative by the city's mayor's office, which prioritizes greening the city and the sustainable use of natural resources, is already beginning to yield concrete results. Koshkar Ata is a unique natural landmark, considered the core of Shymkent's historical and cultural landscape. Therefore, the river restoration project involves not only infrastructure upgrades but also maintaining the ecological balance and creating a favorable environment for the population. The project includes improvements to a 3,535-kilometer stretch of the river. Work is underway on this section to modernize the riverbed and regulate the natural water flow. The riverbed and banks are being cleared of debris, and bank reinforcement will prevent soil erosion. Another important aspect of the improvement work is to reduce the risk of flooding, which occurs when the river level rises during the rainy season. Murat Abdirakhmanov, Deputy Head of the City Department for the Development of a Comfortable Urban Environment: "This year, work was carried out to strengthen the 3.5-kilometer shoreline, starting from Zhangeldin Street. The shore was reinforced with natural stone, while preserving its natural appearance and vegetation as much as possible. Furthermore, a pedestrian walkway and other necessary infrastructure were built to create a comfortable environment for residents," he noted. The improvement work isn't limited to environmental measures. Creating modern infrastructure along the river is a key goal of the project. To this end, pedestrian paths are being built to ensure safe and convenient transportation for residents. Furthermore, to transform the embankment into a fully functional recreation area, the installation of 139 benches and 360 energy-saving lamps is planned. These lighting fixtures will improve the city's appearance and enhance safety by illuminating the area around the river at night. Seventy of these lamps have already been installed. An important part of the project is the construction of eight pedestrian bridges that will connect both banks of the river. Three of these have already been built and are operational. Once the project is fully completed, the Koshkar Ata River will become an attractive recreational area for Shymkent residents and visitors. Experts believe the renovated embankment will enhance the city's tourism potential and strengthen Shymkent's image as a modern metropolis.

A round table on the participation of Moldovans in the development of virgin lands in Kazakhstan was held in Chisinau 26.11.2025
Chisinau, November 24, 2025 – The National Archives Agency and the National Library of Moldova, together with the Embassy of Kazakhstan, held a round table on the topic "Participation of Moldovans in the development of virgin lands in Kazakhstan in 1950-1960: socio-historical context, course, consequences."During the round table, the organizers sought to draw the attention of participants to a significant historical event for both Kazakhstan and Moldova, presenting it in an appropriate socio-political context, with an analysis of the legal framework and consequences for the development of both societies.The event served as a platform for discussing the possibilities and prospects of academic and cultural use of archival, library, museum and university materials on this topic. During the round table, special attention was paid to the working conditions and working days of volunteers from Moldova who arrived in the virgin lands of Kazakhstan.The speakers noted that in the early years of the development of virgin lands, hundreds of thousands of Soviet citizens arrived to Kazakhstan, including a significant number of residents of the Moldavian SSR. As a result of land reclamation works in 1954-1960, 41,836 thousand hectares of new lands were developed, of which 25,484 thousand hectares (61%) were on the territory of the Kazakh SSR, mainly in the northern regions: Kokshetau, Kostanay, Pavlodar, North Kazakhstan, Turgai and Tselinograd.Kazakh Ambassador Almat Aidarbekov in his speech noted the importance of this event, which allowed not only to remember history, but also to return the voice to the people, thanks to whom Kazakhstan and Moldova have gained new ties and human bridges that exist today. Astana, November 25, 2025 – Arsen Omarov, Director of the Department for International Security of the Ministry of Foreign Affairs of the Republic of Kazakhstan, participated in the Regional Roundtable on Lethal Autonomous Weapons Systems (LAWS), held by the International Committee of the Red Cross.Diplomats, military experts, and academic representatives discussed the humanitarian, legal, and ethical challenges associated with the use of artificial intelligence in the military domain. During the discussion, it was noted that autonomous weapons systems capable of independently selecting and engaging targets without human intervention raise serious concerns regarding accountability, transparency, and compliance with international humanitarian law.In his speech, Director Omarov highlighted the initiatives of President Kassym-Jomart Tokayev to accelerate the development of artificial intelligence in Kazakhstan and introduced in detail the state’s stand on the regulation of LAWS. He emphasized that Astana advocates for a preemptive ban on fully autonomous weapons and maintaining a reasonable balance between military necessity and ethical standards when implementing AI in modern weapons development. 26 November 2025, Ancient Olympia – The Ambassador of the Republic of Kazakhstan to the Hellenic Republic, H.E. Timur Sultangozhin, took part in the Olympic Flame Lighting Ceremony at the invitation of the Municipality of Ancient Olympia. The event was held on the historic grounds of the ancient sanctuary, a site of key cultural significance for the international Olympic movement.The ceremony was also attended by Mr.Konstantinos Tasoulas, President of the Hellenic Republic, heads of diplomatic missions, and official representatives of the sister cities of Ancient Olympia. More than $25.11 million has been used by young Kazakhstanis to improve their living conditions and pay for their education 26.11.2025
From February 1, 2024, to November 1, 2025, 171,938 applications totaling over $25.11 millionhave been processed (transferred to authorized operators for crediting to applicants' bank accounts).Of these:107,390 applications totaling approximately $15.88 millionwere processed for housing improvements;64,548 applications totaling $9.24 millionwere processed for education payments.As a reminder, recipients of targeted savings (TS) have the right to use the entire amount or part of it. Unusedfundsremaininthetargetedsavingsaccount (TSA). The most popular sub-purposes for using funds to improve housing conditions were: replenishing a deposit in housing construction savings for further accumulation (104,975 applications completed for a total of 15.55 million US dollars), making a down payment to obtain a mortgage loan for the purchase of housing - 816 applications for a total of 112.10 thousand US dollars, and acquiring housing as property through civil law transactions (final settlement) - 588 applications for a total of 76.15 thousand US dollars. The most popular sub-goals in terms of paying for education were: payment for educational services of educational organizations located in the Republic of Kazakhstan, in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (57,996 applications were completed for a total of approximately 8.44 million US dollars), replenishment of an educational savings deposit under an agreement on an educational savings deposit (4,636 applications were completed for a total of approximately 554.86 thousand US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (1,567 applications were completed for a total of 201.65 thousand US dollars).Detailed information on targeted savings payments for the purpose of improving housing conditions and/or paying for education, broken down by authorized operators and regions, is available on the enpf.kz website.  As a reminder, under the "National Fund for Children" program, 50% of the investment income from the National Fund of the Republic of Kazakhstan is distributed annually among children of the Republic of Kazakhstan citizens born in 2006 or later. All recipients of the National Fund were awarded$100.52 in 2023 and $129.38 in 2024. Children who received their first National Fund payments in 2023, with the exception of those born in 2006, were awarded$3.04 as an investment income this year. As a result, the target savings for a child born in 2006 are $100.52, and for a child born in 2007, $232.94.Adult citizens must independently obtain information about their social security contributions through their personal account on the UAPF or e-government websites. Kazakhstan's pension system has strengthened its position in the Mercer CFA Global Pension Index 2025 26.11.2025
In 2025, Mercer and CFA Institute, together, ranked the pension systems of 52 countries (compared to 48 countries in 2024), accounting for 65% of the world's population. According to the annual Mercer CFA Institute Global Pension Index (MCGPI), Kazakhstan's pension system ranked 26th, ahead of the United States, Spain, Italy, Austria, Japan, South Korea, China, and other countries.Kazakhstan's overall MCGPI score increased from 64.0 in 2024 to 65.0 in 2025, primarily due to updated economic growth data published by the International Monetary Fund. Kazakhstan moved up to Group B, up from the previous year's C+ level, reflecting the balance and consistency of its pension policy.As a reminder, the study is based on three sub-indices: "Adequacy," "Sustainability," and "Integrity," comprising more than 50 indicators. To ensure a comprehensive and objective assessment of pension systems based on these indicators, data from open international sources, including the OECD, the World Bank, the International Labor Organization, the Economist Group's research and analysis division, and others, was used.Kazakhstan's overall pension system performance in 2025 was calculated by summing the weighted results of the sub-index assessments:0 points for the Adequacy sub-index, compared to 45.8 points in 2024 (40% of the total: Kazakhstan is ahead of South Korea, Indonesia, South Africa, and other countries)2 points for the Sustainability sub-index, compared to 73.1 points in 2024 (35% of the total: Kazakhstan is ahead of Switzerland, Japan, China, New Zealand, Finland, Canada, Norway, France, the United States, and many other countries)1 points for the Integrity sub-index, compared to 80.4 points in 2024 (25% of the total: Kazakhstan's score is higher than that of Denmark, the United Kingdom, the United States, China, Japan, South Korea, and other countries). Recommendations from international experts As in the previous two years, Mercer CFA experts recommend that Kazakhstan continue to improve its pension system in the following areas:Increasing the minimum level of support for the most vulnerable categories of pensioners;Incentivizing citizens to increase the volume of voluntary pension contributions;Limiting early withdrawal of savings to preserve the long-term potential of the system;Developing mechanisms to extend the active working life of elderly citizens;Introducing the practice of informing contributors about projected pension benefits in individual statements.Global contextIn the 2025 ranking, the Netherlands took first place (85.4 points), followed by Iceland (84.0) and Denmark (82.3). These countries traditionally demonstrate the highest results in the ranking. In 2025, the pension systems of four countries were included in the index for the first time: Kuwait, Namibia, Oman, and Panama.The average score among all countries was 64.5, demonstrating the gradual strengthening of the sustainability of pension systems in the face of demographic challenges. Important aspects of investment activity highlighted in the MCGPI reportThe Mercer CFA Global Pension Index 2025 report notes that governments around the world regulate, restrict, or otherwise influence pension fund investments in an effort to ensure the safety of citizens' savings and the sustainability of national pension systems. There are two main approaches to investment regulation:• the "prudent investor" principle, where managers act prudently, guided by established asset management principles, as if they were managing their own funds;• the principle of restrictions and defined limits on investments in specific asset classes and the share of foreign investment. Countries with more flexible regulations performed better in the ranking. Of the 52 pension systems analyzed, only 12 do not have strict investment restrictions, and nine of them were among the top performers. The report emphasizes that restrictions on pension fund investments have two goals:Ensuring the reliability of the pension system and the safety of contributors' funds through asset diversification, risk management, and limiting investments in risky instruments;Supporting the development of domestic financial markets, which contributes to strengthening the local capital market, developing infrastructure, and improving financial literacy.Explicit restrictions, according to experts, can reduce returns and hinder diversification.The report also outlines eight principles for creating a balance between the interests of pension system participants and the national interests of the country when carrying out investment activities:Providing contributors with a decent retirement income;Integrity in the trust management of pension assets;Reliable and transparent investment management, taking into account the balance of returns and risks over the long term;Full access of pension funds to financial markets and investment opportunities;State incentives for investment in national projects, taking into account the interests of pension system participants and the decisions of pension funds;Cooperation between pension funds and the state to expand investment opportunities;Ensuring the transparency of the state's operations through public disclosure of information on portfolio composition, returns, and risks, without limiting the investment opportunities of pension funds;Consideration of the macroeconomic situation, i.e., given the significant role of pension assets in the economy, the state must consider the relationship between its fiscal and social policies and pension fund investments and their impact on pensioners.The report notes that, according to the World Economic Forum, financial security plays a key role in addressing the demographic and economic challenges associated with global population aging and increasing life expectancy. A number of important social and economic issues were discussed in the district 26.11.2025
Today, an extended meeting was held in the conference hall of the district administration under the chairmanship of the district akim, Zhandos Erkinbek. The meeting discussed two key issues that were previously considered at a session attended by the Prime Minister and the regional akim — the development of transboundary hubs and the waste management concept for 2026–2030.It was also noted that within the framework of the “Clean Kazakhstan” campaign being carried out in the district, sanitary cleaning, landscaping, and greening activities must be conducted efficiently and consistently. Heads of all sectors were instructed to strengthen control over these processes.The issue of stabilizing prices for socially important food products was also addressed. In this regard, the district akim instructed the responsible department to intensify price monitoring and carry out control measures in accordance with the legislation.In addition, fire safety issues remain a priority. Instructions were given regarding preparation for the fire-hazardous season, strengthening the operation of fire stations, and checking the readiness of firefighting equipment.At the end of the meeting, the district akim outlined upcoming plans and instructed that the condition of residential buildings and social facilities, including educational institutions, be kept under strict supervision.“The safety and condition of every facility serving the public is under my personal control.
