Another 400 Certificates Awarded to National Guard Servicemembers as Part of the “Conscripts 2.0” Program 26.11.2025
A significant event took place in Astana for the servicemembers of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan — the ceremonial awarding of educational grants to conscript soldiers following the results of the national competition “Conscripts 2.0.”This year, nearly 1,300 educational grants were allocated to National Guard servicemembers, including 15 certificates presented during the official ceremony. In addition, representatives of Synergy University provided 5 additional grants for officers pursuing master’s degrees. The certificates were presented by the Deputy Minister of Internal Affairs — Commander-in-Chief of the National Guard, Ansagan Baltabekov. He emphasized that participation in the project opens real opportunities for the future:“Four hundred servicemembers of this draft from across the country, including 48 soldiers from the capital’s brigade, have deservedly received certificates for free higher education in universities of Kazakhstan. This is not just encouragement — it is recognition of your effort, discipline, desire for knowledge, and the high results you achieved during your service. The state places its confidence in the youth — in those who have completed their military duty with honor and dignity. I am confident that you will justify this trust, receive a quality education, contribute to the development of our country, and become an example for future generations,” noted A. Baltabekov. The initiative to strengthen cooperation between the Armed Forces and higher education institutions has been implemented since 2023. Under the agreements, citizens who successfully complete compulsory military service gain access to state educational grants. In addition to free education, competition winners are eligible for scholarships and free accommodation in dormitories. This year, nearly 4,000 conscript soldiers from the law-and-order troops applied to participate. The winners were the best of the best — those who excelled in combat training, discipline, and the execution of special tasks. The final ranking determined the distribution of the grants.Sungat Shamshi, a servicemember of military unit 5573, shared his impressions:“For my achievements in service and studies, I received this opportunity, and now I will definitely continue my education to serve the benefit of my homeland.”It is worth noting that more than 70 universities in Kazakhstan have signed memorandums to admit competition winners. The awarding of educational grants has become an important incentive that not only increases the prestige of service in the law-and-order troops but also creates real opportunities for further personal and professional development of young defenders of the country. Clarification on Order No. 654 "On certain issues of fulfillment of tax obligations in case of liquidation, reorganization and termination of activities by taxpayers" 26.11.2025
A number of media publications have suggested that the order of the Minister of Finance No. 654 "On certain issues of fulfilling tax obligations in the event of liquidation, reorganization and termination of activities by taxpayers" allegedly contradicts the law and introduces new responsibilities for company founders. In this connection, the SRG clarifies.Order No. 654 does not introduce anything new. This order was adopted to implement the norms of the Tax Code, which come into force on January 1, 2026. It describes how companies must meet their tax obligations upon liquidation or termination of operations. The main principle remains the same: if a company has a tax debt, debts are collected in accordance with the procedure provided for by the Tax Code.; If the company's property is not sufficient, the founders are liable only in cases directly provided for by the laws of the Republic of Kazakhstan. This rule existed in the legislation before – in the Tax Code, the Civil Code and the Bankruptcy Law. Order No. 654 repeats these norms without expanding the powers of the state revenue authorities. When can the founder be responsible The founder can be held liable in subsidiary (solidarity) only after the company is declared bankrupt due to specific circumstances, for example: - deliberate bringing of the company to bankruptcy; - withdrawal or concealment of property; - failure to provide documents to the liquidated company; - not applying to the bankruptcy court when the property no longer covers the debts. Why is there confusion? Some publications interpreted a separate paragraph of the order as extending the responsibility of the founders. However, this paragraph only repeats the norms of Article 75 of the Tax Code and does not change the current rules. It is important to know ✔ Order 654 does NOT violate the law and does NOT introduce new responsibilities for the founders. He does not give new powers to the state revenue authorities. He only puts in order and describes the processes that are already provided for by law.Source : https://www.gov.kz/memleket/entities/kgd-pavlodar/press/news/details/1112850?lang=kk

UNDP and the Government of Kazakhstan are launching a global programme to assess the readiness of public organizations to transition to open-source solutions 26.11.2025
The Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan (MAIDD RK), together with National Information Technologies JSC (NITEC) and the United Nations Development Programme (UNDP), has launched the Open-Source Public Organizations Readiness Assessment (OSPORA) programme to evaluate the readiness of Kazakhstan’s government agencies to transition to open-source solutions. To support governments in their transition to open-source solutions, UNDP’s Digital, AI and Innovation Centre, with the support of the Government of France, is implementing the “Open-Source Public Organizations Readiness Assessment” (OSPORA) initiative. The initiative helps countries assess their ability to adopt, scale, and manage open-source software. OSPORA is aimed at strengthening policies, governance systems, and institutional capacity throughout the process of national digital transformation. As part of the initiative, countries are offered a structured approach that enables them to assess their level of readiness, engage national leaders, and identify concrete steps for establishing Open-Source Programme Office functions within the broader digital transformation agenda. As part of the programme’s implementation, training on the fundamentals of open-source technologies has begun in Astana for representatives of NITEC, various ministries, the Digital Government Support Centre (DGSC), and Kazdream IT Holding. In addition, all stakeholders will participate in interviews for the subsequent assessment of the country’s readiness. At the next stage of the initiative, experts from MAIDD RK and NITEC, together with UNDP, will complete the readiness assessment report, identifying key gaps and opportunities, and preparing practical recommendations to accelerate the adoption of open-source solutions in Kazakhstan.Participation in OSPORA will give Kazakhstani specialists access to global expertise and practical tools. Their application will help the country accelerate digital transformation, enhance the maturity of public service architecture, and establish engagement with both global and local open-source communities.Joining OSPORA is an important step for Kazakhstan toward a more open, secure, and innovative digital future. Strengthening national capacity in open-source technology governance will contribute to:increasing the efficiency and cost-effectiveness of public services;strengthening technological independence;developing the national ecosystem of developers and digital innovators;improving the integration of government systems;expanding collaboration with global digital public goods communities.Commitment to open-source principles enables Kazakhstan to strengthen its position as a regional leader in digital government, including areas such as open artificial intelligence and digital healthcare.Earlier, the Republic of Kazakhstan expressed its interest in systematically working with open technologies. In mid-2024, NITEC submitted an official application to join the OSPORA initiative implemented by UNDP. The application emphasizes the national commitment to implementing open practices in government processes. For Kazakhstan, this will be an important step toward strengthening technological sovereignty, modernizing digital governance, and reducing dependence on proprietary solutions. Important information for those who work in a simplified declaration or retail tax regime, taxi drivers and couriers 26.11.2025
On July 18, 2025, the new tax code of the Republic of Kazakhstan was approved. One of its main innovations is the reduction of the number of special tax regimes from seven to three. Only the regimes for the self-employed, simplified declaration and peasant or farm farms were preserved. ️ ️ In this regard, the State Revenue Department of the Kyzylorda region reminds taxpayers, especially those who want to continue working in a regime that suits them, that it is important to strictly follow the transitional rules.Тaxi drivers, couriers and persons providing similar services should pay attention to the following information. If individual entrepreneurs who previously worked on a patent or through a special mobile application do not submit a notification of the transition to the "new" simplified declaration regime by March 1, 2026, they will be automatically deregistered as individual entrepreneurs and, if they meet the requirements of the regime, will be able to continue their activities as self-employed.💡 Also important information for taxpayers operating under the simplified declaration or fractional tax regime. Taxpayers who have applied special tax regimes before January 1, 2026 and plan to switch to the "new" simplified declaration regime must submit a notice of transition no later than March 1, 2026, otherwise they will be transferred to the generally established taxation regime and will be able to enter the simplified declaration only after one year of operation.Source : https://www.gov.kz/memleket/entities/kgd-kyzylorda/press/news/details/1114110?lang=kk
